Reference one provided Wolf Creek Nuclear Operating Corporation's (WCNOC's) supplemental response to the April 29, 2003 Order and included WCNOC's revised Physical Security Plan, Training and Qualification Plan and Safeguards Contingency Plan.

The enclosure to this letter provides WCNOC's response to the questions asked during a follow-up phone call on Monday, April 23, 2004, between WCNOC's Security Administrator and the NRC Project Team reviewing the plans. -This response includes additional information concerning the Physical Security Plan, the Training and Qualification Plan and the Safeguards Contingency Plan. -
