OPERATOR LICENSING EXAMINATION APPROVAL

Dear Mr. Gardner:

The purpose of this letter is to confirm the final arrangements for the upcoming operator licensing examinations at the Monticello Nuclear Generating Plant.

The U.S. Nuclear Regulatory Commission (NRC) has completed its review of the operator license applications in connection with this examination and separately provided a list of approved applicants to Mr. Thomas Shortell, Training Manager. Note that any examination waivers have been addressed in separate correspondence .

The NRC has approved the subject examinations and hereby authorizes you to administer the written examinations in accordance with Revision 9, Supplement 1, of NUREG-1021, "Operator Licensing Examination Standards for Power Reactors," during the week of June 8, 2015. The NRC staff will administer the operating tests during the weeks of June 1 and 8, 2015. This examination has undergone extensive review by my staff and representatives responsible for licensed operator training at your facility. Based on this review, I have concluded that the examination meets the guidelines of NUREG-1021, for content, operational, and discrimination validity. By administering this examination, you also agree that it meets NUREG-1021 guidelines, and is appropriate for measuring the qualifications of the licensed operator applicants at your facility. If you determine that this examination is not appropriate for licensing the operators at your facility, do not administer the examination and contact me at 630-829-9707.

Please contact Mr. Dell R. McNeil, at 630-829-9737, if you have any questions or identify any errors or changes in the license level (reactor operator (RO) or senior reactor operator (SRO))

or type of examination (partial or complete written examination and/or operating test) specified for each applicant.

In accordance with Title 10 of the Code of Federal Regulations (10 CFR) 2.390, "Public Inspections, Exemptions, Requests for Withholding," of the NRC's "Rules of Practice," a copy of this letter will be available electronically for public inspection in the NRC's Public Document

CONFIRMATION OF INITIAL OPERATOR LICENSE EXAMINATIONS :

MONTICELLO NUCLEAR GENERATING PLANT

Dear Ms. Fili:

We have received a letter from Xcel Energy L-XE-12-008, dated July 6, 2012 , and L-XE-13-012, dated August 14, 2013. In these letters, Xcel Energy requested that initial operator licensing examinations be scheduled at the Monticello Nuclear Generating Plant in June 2015, October 2016, and October 2018.

In response, we have scheduled the following initial license exam dates:

  • Weeks of June 1 and 8, 2015, with an onsite validation date of May 11 , 2015;
  • Weeks of October 24 and 31, 2016, with an onsite validation date of October 3, 2016; and
  • Weeks of October 22 and 29, 2018, with an onsite validation date of October 1, 2018.

The NRC will write the examination scheduled in October 2016 in accordance with NU REG 1021, Revision 9, Supplement 1. In the unlikely event that we are unable to support the examination during the scheduled weeks, we will inform you immediately, upon discovery, of such conditions and make arrangements to administer the examination at a mutually acceptable date.

We understand that your staff will develop the examinations for the initial operator licensing exams scheduled in 2015 and 2018 unless we determine it is necessary for the NRC to develop an examination in which case, we will notify you immediately upon discovery of that need.

Because your letter indicated that there were more than nine applicants being considered for each of these examinations, the examinations were each scheduled for two weeks. Please inform us if the number of applicants decline below 10 for any examination as this will impact the examination schedule. Also, please inform us at your earliest opportunity if you discover you need to change the scheduled dates for the examinations.

The letter will also outline examination security expectations, list the materials required by the NRC to conduct the examination, reconfirm the examination date, and reconfirm the number of candidates you have in the Training Program .
