Final RAI for Fort Calhoun LAR Regarding Permanently Defueled TS (MF9567)

Final Request for Additional Information On August 10, 2017, the U.S. Nuclear Regulatory Commission (NRC) staff sent Fort Calhoun Station (FCS) the draft Request for Additional Information (RAI). This RAI relates to the amendment for revising technical specifications (TS) to be consistent with the permanent cessation of reactor operations. On August 24, 2017, a teleconference between FCS and NRC staff was held to discuss the information requested by the NRC staff was understood and any additional clarifications on the RAI were required. Based on the teleconference, FCS determined that the information requested by the NRC staff was clearly understood and any other additional clarifications on the RAI was not necessary. FCS agreed to provide a response to this final RAI shown below within 45 days. The NRC staff also informed the licensee that a publicly available version of this final RAI would be placed in the NRCs Agencywide Documents Access and Management System.

REQUEST FOR ADDITIONAL INFORMATION (RAI)

LICENSE AMENDMENT REQUEST REGARDING PERMANENTLY DEFUELED TECHNICAL SPECIFICATIONS FORT CALHOUN STATION, UNIT 1 DOCKET NO.: 50-285 By letters dated June 24, 2016, (Agencywide Documents Access and Management Systems (ADAMS)

Accession No. ML16176A213, and August 25, 2016, ADAMS Accession No. ML16242A127, the Omaha Public Power District (OPPD) (the licensee) submitted the Certifications of Permanent Cessation of Power Operations Fort Calhoun Station (FCS), Unit No. 1. By letter dated November 13, 2016, ADAMS Accession No. ML16319A254, OPPD submitted the Certification of Permanent Removal of Fuel from the Reactor Vessel for FCS, Unit No. 1. By letter dated March 31, 2017, ADAMS Accession No.: ML17093A309, submitted a license amendment request (LAR) to revise the FCS, Unit No. 1 technical specifications (TS) to be consistent with the permanent cessation of reactor operations.

To continue its review of OPPDs March 31, 2017, LAR for the FCS Unit 1 TS the U.S. Nuclear Regulatory Commission (NRC) staff requests additional information.

1. With the removal of TS 2.8.1(1) and TS 2.8.3(3) there will no longer be any requirement, either directly or indirectly, for FCS Unit 1 to maintain any soluble boron in its SFP. With respect to SFP soluble boron provide the following information:
a. How much soluble boron is necessary to maintain SFP keff less than or equal to 0.95 for accidents other than the misloading/misplacement of unirradiated fuel; i.e., the misloading/misplacement of partially spent fuel assemblies?
b. What obligates FCS Unit 1 to maintain this amount of soluble boron in its SFP?
2. The Applicability of TS 2.8.3(1) states, Applies to storage of spent fuel assemblies whenever any irradiated fuel assembly is stored in Region 2 (including peripheral cells) of the spent fuel 1

pool. Unless all fuel stored in the FCS Unit 1 SFP satisfies the requirements for storage in PERPIPHERAL CELLS per TS Figure 2-10 the potential for a misloading/misplacement of fuel exists whether fuel is stored in Region 2, Region 1, or both. Therefore the NRC staff requests OPPD make the Applicability of TS 2.8.3(1) applicable any time fuel is stored in the FCS Unit 1 TS.

3. The modification to TS 4.3.1.1(b), 4.3.1.3(b), and 4.3.1.3(c) change the requirement from allowance for uncertainties as described in Section 9.5 of the USAR. to allowance for uncertainties. However, no justification is provided for deleting this information from the TS.

Therefore the NRC staff requests the following:

OPPD provide the justification for removing this information from the TS, or revise the request to include the new location this information in TS 4.3.1.1(b), 4.3.1.3(b), and 4.3.1.3(c).
