Becki:

Good morning! I am reaching out to you as the State Liaison Officer to the NRC for the State of Nebraska, with an offer to review and provide comment (per 10 CFR 50.91(b)(4)) on the License Amendment and Safety Evaluation that the NRC is prepared to issue approving the License Termination Plan (Rev. 1) for Fort Calhoun Station. In short, the NRC is prepared to approve the FCS LTP (Rev 1) that was submitted to NRC on December 6, 2023 (ML23346A152). This was a revision of what was originally sent to NRC on August 3, 2021 (ML21271A178). The revision was submitted by the licensee in response to the NRCs requests for additional information to OPPD that were provided as part of our review.

The NRC previously issued the Environmental Assessment (EA) and Finding of No Significant Impact for this licensing action in the Federal Register on January 2, 2024 (89 FR 105). The draft EA was sent to you by e-mail on August 18, 2023 (ML23234A239). The State of Nebraska response is contained in a letter dated October 12, 2023 (ML23298A097).

Relative to this offer for Nebraska to review and provide comment, the NRC is on a limited time schedule to issue the Amendment and Safety Evaluation. As such, any comments on these documents should be shared directly with the NRC Project Manager, Jack Parrott (jack.parrott@nrc.gov, ph: 301-415-6634) NO LATER THAN Wednesday, January 31, 2024 (if not sooner). [Unfortunately, our internal review/approval processes took longer than anticipated, thus prompting this request for a short turnaround if the state wishes to provide comments.]

If you or any other state personnel reviewing the documents have questions, please feel free to contact Mr. Parrott directly in that he has the most direct knowledge of the documents and their content.

Thank you,

Regional State Liaison Officer Ryan D. Alexander
