Dear Mr. Denton:

This letter is to confir : the telephone conversation of 20 October 1980 between the people indicated on the inclosure regarding the potential impact on Carolina Power and Light Company's (CP&L) Brunswick Steam Electric Plant by the 150,000 barrel per day oil refinery proposed by Brunswick Energy Company (BECO), Brunswick County, North Carolina.

The Wilmington District Corps of Engineers is preparing a Draf t Environ-mental Impact Statement (DEIS) for the proposed oil refinery. One of the points to be discussed in the DEIS is the potential impact of accidents involving crude or products on the CP&L's nuclear facility. Therefore, since the NRC has an interest in this matter and the Corps of Engineers is the lead agency for preparation of the oil refinery DEIS, we request that the NRC be a cooperating agency in accordance with Council on Environmental Quality Regulations (40 CFR 1501.6). We request this so that there will be no duplication of effort and so that our DEIS will meet both our and NRC's needs.

Mr. Charles Ferrell of your staf f is sending us copies of the Standard Review Plan (SRP) Sections 2.2.1 - 2.2.3 for study. After we study this material we will determine what BECO needs to do to adequately address the SRP. If we feel some points in the SRP are beyond the responsiblity of BECO we will so notify NRC so that you can contact CP&L for the appropriate information. Once we feel we have compiled the appropriate information in response to the SRP, we will furnish it to you for review, along with all pertinent backup material. We feel that this information will be furnished to you around mid December 1980.

We will continue to coordinate this project with Mr. John Hannon, unless indicated otherwise.
