LASALLE COUNTY STATION, UNITS 1 AND 2-CORRECTION LETTER FOR CONFORMING LICENSE AMENDMENTS TO INCORPORATE THE MITIGATION STRATEGIES REQUIRED BY SECTION B.5.b. OF COMMISSION ORDER EA-02-026 AND THE RADIOLOGICAL PROTECTION MITIGATION STRATEGIES REQUIRED BY COMMISSION ORDER EA-06-137 (TAC NOS.

MD4506 AND MD4507)

Dear Mr. Hanson:

By letter dated August 9, 2007 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML072200022), the U.S. Nuclear Regulatory Commission (NRC) staff issued license conditions to Renewed Facility Operating License (RFOL) Nos. NPF-11 and NPF-18 for the LaSalle County Station, Units 1 and 2, respectively. The conforming amendments were to incorporate the mitigation strategies required by Section B.5.b. of Commission Order EA-02-026, "Order for Interim Safeguards and Security Compensatory Measures."

The NRC staff identified the following editorial errors:

  • On page 8 of the RFOL No. NPF-11, in paragraph (44)(b)5, and page 7 of the RFOL No.

NPF-18, in paragraph (28)(b)5, the word "equipment" should have completed the phrase.

These errors were inadvertently introduced during the administrative* processing of the conforming license amendment. The corrections do not change any of the conclusions associated with the issuance of conforming amendment and do not affect the associated notice to the public. Please replace RFOL pages with the enclosed corrected pages. We regret any inconvenience caused by these errors.

(a) Fire fighting response strategy with the following elemel"!ts:

1. Pre-defined coordination fire response strategy and guidance
2. Assessment of mutual aid fire fighting assets
3. Designated staging areas for equipment and materials
4. Command and control
5. Training of response personnel

{b) Operations to mitigate fuel damage considering the following:

1. Protection and use of personnel assets
2. Communications
3. Minimizing fire spread
4. Procedures for implementing integrated fire response strategy
5. Identification of readily-available pre-staged equipment
6. Training or integrated fire response strategy
7. Spent fuel pool mitigation measures

{c) Actions to minimize release to include consideration of:

1. Water spray scrubbing
2. Dose to onsite responders Am. 186 (45) Upon implementation of Amendment No. 186 adopting TSTF-448, 10/31/07 Revision 3, the determination of control room envelope {CRE) unfiltered air inleakage as required by SR 3. 7.4.5, in accordance with TS 5.5.15.c.{i), the assessment of CRE habitability as required by Specification 5.5.15.c.(ii), and the measurement of CRE pressure as required by Specification 5.5.15.d, shall be considered met. Following Implementation:

{a) The first performance of SR 3.7.4.5, in accordance with Specification 5.5.15.c.{i), shall be within the specified Frequency of 6 years, plus the 18-month allowance of SR 3.0.2, as measured from 1998, the date of the most recent successful tracer gas test, as stated in the December 9, 2003 letter response to Generic Letter 2003-01, or within the next 18 months if the time period since the most recent successful tracer gas test is greater than 6 years.

Renewed License No. NPF-18 (e) The appropriate section of the decommissioning trust agreement shall state that the trustee, investment advisor, or anyone else directing the investments made in the trust shall adhere to a "prudent investor" standard, as specified in 18 CFR 35.32(a)(3) of the Federal Energy Regulatory Commission's regulations.

Am; 132 (25) EGC shall take all necessary steps to ensure that the decommissioning 01/12/01 trust is maintained in accordance with the application for approval of the transfer of the LaSalle, Unit 2, license and the requirements of the Order approving the transfer, and consistent with the safety evaluation supporting the Order.
