On December 31, 2023, the U.S. Nuclear Regulatory Commission (NRC) completed an inspection at LaSalle County Station. On January 17, 2024, the NRC inspectors discussed the results of this inspection with John VanFleet, Site Vice President, and other members of your staff. The results of this inspection are documented in the enclosed report.
No findings or violations of more than minor significance were identified during this inspection.

The U.S. Nuclear Regulatory Commission (NRC) continued monitoring the licensees performance by conducting an integrated inspection at LaSalle County Station, in accordance with the Reactor Oversight Process. The Reactor Oversight Process is the NRCs program for overseeing the safe operation of commercial nuclear power reactors. PLANT STATUS
Unit 1 Unit 1 began the inspection period and operated at rated thermal power with the following exceptions:
- On October 14, 2023, the unit was down powered to approximately 87 percent for planned plant main turbine valve testing. The unit returned to full power later that day.
- On November 18, 2023, the unit was down powered to approximately 73 percent for a planned control rod pattern adjustment. The unit returned to full power on November 19, 2023.
- On December 9, 2023, the unit was down powered to approximately 74 percent for planned main turbine valve testing. The unit returned to full power on December 10, 2023.
- On December 28, 2023, the unit was down powered to approximately 76 percent for a planned control rod pattern adjustment. The unit returned to full power on December 16, 2023.
Unit 2 Unit 2 began the inspection period and operated at rated thermal power with the following exceptions:
- On October 31, 2023, the unit was down powered to approximately 90 percent for an unplanned advance nuclear dispatch request. The unit returned to full power later that day.
- On November 20, 2023, the unit was down powered to approximately 82 percent for an unplanned advance nuclear dispatch request. The unit returned to full power later that day.
- On December 15, 2023, the unit was down powered to approximately 60 percent for planned main turbine valve testing and control rod sequence exchange. The unit was returned to full power on December 16,
INSPECTION SCOPES
Inspections were conducted using the appropriate portions of the inspection procedures (IPs) in effect at the beginning of the inspection unless otherwise noted. Currently approved IPs with their attached revision histories are located on the public website at http://www.nrc.gov/reading-rm/doc-collections/insp-manual/inspection-procedure/index.html. Samples were declared complete when the IP requirements most appropriate to the inspection activity were met consistent with Inspection Manual Chapter (IMC) 2515, Light-Water Reactor Inspection Program - Operations Phase. The inspectors performed activities described in IMC 2515, Appendix D, Plant Status, observed risk significant activities, and completed on-site portions of IPs. The inspectors reviewed selected procedures and records, observed activities, and interviewed personnel to assess licensee performance and compliance with Commission rules and regulations, license conditions, site procedures, and standards.

The inspectors determined that the cause of the condition described in the LER was not reasonably within the licensees ability to foresee and correct, and therefore was not reasonably preventable. Personnel Performance (IP Section 03.03) (1 Sample)
- (1) The inspectors evaluated the licensees performance on December 29, 2023, following a trip of the Unit 1 1A circulating water pump which resulted in an unplanned down power.
INSPECTION RESULTS
Minor Violation 71152A Evaluation of Licensee Actions to Address Issues Identified During NRC Review of Mitigating System Performance Indicator (MSPI) Submittals Minor Violation: The inspectors reviewed licensee MSPI submittals for the period from September 2022 until August 2023, for the following systems:
Specifically, the inspectors reviewed the hours charged against the MSPI for the above systems in the licensee submittal documents against the inoperability and unavailability periods documented in the operator logs for the same period.
The inspectors identified several periods of unavailability for the above systems documented in the operator logs that were not included in the MSPI data submittal sheets. While most of these periods were relatively small, typically <5 hours each occurrence, there were two periods where about 61 and 62 hours7.175926e-4 days <br />0.0172 hours <br />1.025132e-4 weeks <br />2.3591e-5 months <br /> of unavailability respectively, for the Unit 1 EAC, were documented in the operator logs but were not recorded in the data sheets. Although the cause was still being investigated, it appeared that inexperience among the licensee engineering staff involved in the review and the need for additional guidance regarding when a component is considered unavailable per the licensees risk management process should also be counted as unavailable for the MSPI, were contributing causes. These issues were being tracked in the CAP as ARs 4705411 and 4718222.
As documented in the ARs, the licensee was planning to amend the affected data sheets and had verified that the additional hours did not change the status of the MSPI. The licensee was also performing an evaluation to understand the cause of the discrepancies and an extent-of-condition review for the above MSPI systems to identify any other missed unavailability time. The licensee planned to resubmit the revised MSPI data sheets to the NRC.
Screening: The inspectors determined the performance deficiency was minor. Although the MSPI data was submitted to the NRC under 10 CFR 50.9 as part of the regulatory oversight process, the failure to submit an accurate accounting was considered a minor violation, as the MSPI would not have changed color. The inspectors concluded that the licensee was taking appropriate action to address the issue.
Enforcement:
This failure to submit accurate information to the NRC as required by 10 CFR 50.9 constitutes a minor violation that is not subject to enforcement action in accordance with the NRCs Enforcement Policy.
