VIRGINIA ELECTRIC AND POWER COMPANY RICHMOND,VIBOINIA 23261 e

October 27,: 1977: ;

Mr. James P. O'Reilly, Director Serial No. 414/091277A Office of Inspection and Enforcement 415 77A U. S. Nuclear Regulatory Commission Region II - Suite 818 Docket No . 50-280 50-281 230 Peachtree Street, Northwest License Nos. DPR-32 Atlanta, Georgia 30303 DPR-37

Dear Mr. O'Reilly:

This is in response to your letters of September 12, 1977, in reference to the IE Bulletins 77-02 and 77-03.

Our Surry Power Station does not have the Westinghouse Solid State Pro-.:

tection System but has the earlier model which does not contain any of the AR relays or the semi-automatic logic testing circuitry. Therefore, neither bulletin affects either of the Surry Units.

Also, we have investigated the rest of the relays used at Surry and have found no AR relays with latch attachments used.

Very truly yours,
