Subsequent tothesubmittal oftheproposed LAR,the NRC staff requested additional information tocomplete their review.

TheNRC'srequest andDominion Energy Virginia's response areprovided below.

ofthelicenseamendment request (LAR),

thelicensee stated:

Theproposed changes fora LOCAradiological eventare:1)an increase ofthe containment depressurization

profile, and2)a reduction oftheRWSTback leakage limit.

Fudhermore, inSection 2.1,"Increased Containment Depressurization Profile,"

ofthe LAR,thelicensee stated:

Thecurrent licensing basis states thatthecontainment will depressurize to1.0psig within 1hourandless than0.0psig within 4hours.

Theproposed change wouldrequire thecontainment todepressurize to2.0psig within 1hourandlessthan0.0psig within 6

hours.

Thischange will bereflected intheLOCAdoseconsequence analysis through anincreased containment leak rateaspresented inTable 2-1andSection 3.5.1.

Theproposed amendment wouldincrease thecontainment depressurization profile as described insection 2.1.However, theproposed LARdoesnotdiscuss theimpact to theenvironmental qualification ofelectrical equipment subject totherequirements of Page1of2

Therefore,theNRCstaff requests thelicensee todiscuss theimpact of the proposed change ontheenvironmental qualification ofelectrical equipment.

M Asdescribed inthe proposed LAR,Dominion Energy Virginia hasrequested achange tothecontainment depressurization profile that isusedasaninput totheLOCAdose consequence analysis.

The proposed bounding profile setsanewacceptance criterion forthesafety analyses containment pressureresponse.

Separate fromtheprofile used intheLOCAdoseconsequence

analysis, Dominion Energymaintains a bounding containment pressure profile fortheEquipment Qualification (EQ) program.

Theproposed LARdoesnotchange orimpact theEQ containment pressure

profile, which will continue toboundthesafety analyses containment pressure response.

As

such, thecontainmentpressure response acceptance criterion fortheEQprogram will remain thesame.

t Thebounding containment pressure profilesused fortheLOCAdoseconsequence analysis andEQprogram areestablished independently fromoneanother.

Both profiles constitute acceptance criteria forthesafety analyses containment pressure response.

Themethods usedtogenerate eachprofileare governed byseparate rules and/or regulations, butinall cases,thecontainment safety analyses demonstrate that theprofiles arenotexceeded.

Asdescribed above,theEQcontainment pressure profile isunchanged andcontinues toboundthesafety analyses containment pressure response.

Therefore, theproposed LARhasnoimpact ontheEQprogram atSurry PowerStation.
