- To Whom it May Concern, This letter is in regard to the proposed power uprate at Vermont Yankee nuclear power plant, owned by Entergy. As a southern Vermont resident and conscientious citizen, I have profound concerns about this action.

The risk assessments in the draft Safety Evaluation released by the NRC are based on the fallacious assumption that the reactor is brand new. Since it is, in fact, 35 years old, the design basis safety margins no -longerapply. An ISA must be done to determine the degree to which aged components are leaking, degraded, cracked, or in the wrong position. Anything less is irresponsible.

The NRC is planning an Experimental Power Ascension Test while the reactor is online.

According to Dr. John Olver, this action "[risks] the lives of all who live in the vicinity" This is coming from a cautious man who doesn't say such things lightly.

Please respect the concern and well-being of those who live near this power plant and exhaust all possible safety studies, checks and tests before considering either the uprate or the,EPAT. Tlhank you.
