I agree with and support the comments sent in to the NRC by the State of Vermont regarding Vermont Yankee and the comments sent in by the Vermont Legislators from Windham County. Also, I would like to comment on the section of the PSDAR that pertains to Vermont Yankee's Emergency Planning Zone (EPZ) and their Emergency Response Data System (ERDS). We live within the 10 mile EPZ and have family and friends who live within the 10 mile EPZ, as well as outside the EPZ, but within a radius of the plant that would be affected if there were a fire or explosion at VY. When the nuclear disaster happened at Fukushima, the United States government instructed all US citizens to get at least 50 miles away! VY has asked for exemptions from notifying people who live within the 10 mile radius, and an exemption from notifying the public from the present 15 minutes to 60 minutes. Also, VY has asked for an exemption from real time monitoring ERDS if there was a problem at the plant. The NRC granted VY the exemptions they requested.

This is not in the best interest of the public that the NRC is supposed to be protecting!

The NRC is funded by the taxpayers and the NRC should be protecting the public. The public's safety and health is at risk! Storage of the spent fuel, which is five times as much as should be held in the temporary spent fuel pool, seven stories high over the reactor, is of serious concern. There are at least 3 million curies of spent fuel in the temporary spent fuel pool. Hiroshima was only 2,000 curies. Since 9/11 the NRC should be aware that there is a risk of terrorist infiltration to VY, and the terrorism risk has increased in recent days, unfortunately inside our own country. These risks and potential disasters cannot and should not be discounted or ignored. These risks in addition to the fact that VY has significantly decreased their staff and security is putting us all at serious risk. Continued staff downsizing at VY could potentially contribute to "Faulty Calculations" and problems at VY, as we have seen recently on Dec. 30 after the plant shut down. This latest news and the fact that VY has had numerous leaks, discoveries of underground pipes, and other discrepancies in the past is very worrisome to those of us who live in the area. During decommissioning is not the time to downsize staff and security.

In fact security should be increased so the public would be protected from outside threats, weather-related disasters, and "Faulty Calculations".

Public safety should be the number one concern during decommissioning, and the public needs to be protected and given enough notice in case we need to evacuate!
