67 Nine Mile Lane Delmar, NY, 12054 Email: risprin@gmail.com General Comment Re:Docket ID NRC-2015-0004 The idea of discontinuing the Emergency Preparedness System at Entergy's Vermont Yankee plant is so preposterous that, when I became aware of it at the last moment of the comment period, I dusted off my Physics Ph.D. (Harvard, 1958) and my J.D. (Northeastern, 1981) to add my voice to those of the State of Vermont and of the Commissioners of Windham County. You know better than I the number of Curies in the temporary spent fuel pool, which, I understand, is located seven stories above the reactor. You know better than I the record of Entergy in honestly tracking and legally reporting operational failures. You are aware that the current status of Vermont Yankee falls far short of responsible decommissioning and that, at the very least, preparedness for any possible incident, including sabotage or terrorist attack, is essential and should be required of the operator on pain of losing any and all licenses to operate nuclear power plants.
