NRC-2015-0004-DRAFT-0014 Comment on FR Doc # 2015-00450 5 Submitter Information Name: Susan Lantz ' -Address: t9 Northamtpon, MA, Email: susanlantzl@gmail.com General Comment To the members of the NRC: Living 30 miles downstream and down air from Vermont Yankee Nuclear Power Plant I am deeply concerned about and committed to monitoring the decommissioning of Vermont Yankee. I understand that there is no established protocol for dismantling a merchant plant. I sincerely hope that the NRC listens to the the Tri-State Citizens Decommissioning Committee and moves carefully and thoughtfully moving forward in this process. I believe safety, not cost, should be the bottom line of actions taken.To that end, I expect the NRC to rule against any decrease in the Emergency Planning Zone in size or security force while spent fuel. rods are still in the large overfilled pool. This spent fuel presents as deadly a risk as an operating plant as is easily shown with Fukuschima.

Entergy should not be allowed to decrease the EPZ or reduce the size of the security force until all spent fuel is put into dry cask storage.In that the NRC exists to protect the peoples' rights and safety I expect you to rule against any use by Entergy of VY's decommissioning fund to place the spent fuel rods into dry cask storage. This process is standard procedure of running a nuclear power plant and should come from Entergy's budget. The 1/2 million plus decommissioning fund which Entergy has added nothing to, is about half of what will be needed and should not be reduced further.
