6.3 FACILITf STAFF QUALIFICATIONS 6.3.1 Each member of the facility staff shall meet or exceed the minimum qualifications of ANSI N18.1-1971 for comparable positions, except for the Supervisor-Hedith Physics who shall meet or exceed the qualifica-tions of Regulatory Guide 1.8, September 1975. .

6.5.2.9 The SyNSOC shall report to and advise the Executive Manager-Licensing and Quality Assurance as shown on Figure 6.2-3, who shall advise the Executive Vice President-Power on those areas of responsibility specified in Sections 6.5.3.7 and 6.5.2.8.

5.0 ADMItlISTRATIVE CONTROLS '

(. 1 Administrative controls established below are deemed adequate to implement the Environmental Technical Specifications which provide continuing protection to the enviro'nment. .

5.1 Responsibility

The responsibility for implementing the Environmental Technical Specifications is assigned to the Divestor-of-Muclear Operations at j the corporate level and to the Station Manager at the station Tevel.

The Superintendent - Operations shall be responsible for ensuring that the station is operated in accordance with the Limiting Ccnditions of Operation. The Station Supervisor - Health Physics shall be responsible for the radiological environ = ental surveillance requirements. The Executive Manager of Environmental Services shall be responsible for providing services which will fulfill the nonradio-logical environmental surveillance requirements.

5.3 Review and Audit

5.3.1.1 Function .

The SNSOC, as described in Section 6.5.1 of Appendix A of this license, shall function to advise the Station Manager en matters related to the environmental impact of the station. When the SNSOC is exercising its responsibility for non-radiological aspects of the ETS, the Station Biologist or his' alternate shall be consulted.

d. The Safety Limit Violation Report shall be submitted to the Comission, the SyNSOC and the Bhestw, Nuclear Operations 3 within 14 days of the violation.

5.4 State and Federal Permits and Certificates _

The licensee shall comply with the provisions of the permits and certificates issued by the Commonwealth of Virginia to North Anna Power Station under the provisions of Section 401 and 402 of the Federal Water Pollution Control Act, as amended.

5.5 Procedures l( 5.5.1 Written Procedures Detailed written procedures, including applicable .hecklists and instructions, shall be prepared and followed for all activities involved in carrying out the Environmental Technical Specifications as defined in Sections 5.5.2, 5.5.3, and 5.5.4, below. Procedures shall include sampling, data recording and storage, instrument calibration, measure-ments and analyses, and actions to be taken when limits are approached or exceeded. Testing frequency of any alarm shall be included. These frequencies shall be determined from experience with similar instru-ments in similar environments and from manufacturer's technical manuals.

5.5.2 Operating Procedures i l

Piant standard operating procedures shall include provisions, in  !

addition to the procedures specified in Section 5.5.1, to ensure that all plant systems and components are operated in canpliance with the Limiting Conditions of Operations established as part of the Environ-mental Technical Specifications.
