Dear Mr. Denton:

AMENDMENT TO OPERATING LICENSE NPF-4 NORTH ANNA POWER STATION UNIT NO. 1 PROPOSED TECHNICAL SPECIFICATION CHANGE NO. 31 Pursuant to 10 CFR50.90, the Virginia Electric and Power Company requests an amendment, in the form of changes to the Technical Specifications, to Operating License No. NPF-4 for the North Anna Power Station, Unit No. 1. The proposed changes are enclosed and have been designated as Change No. 31.

As a result of the management reorganization of April 1,1980, changes to Section 6.0 ADMINISTRATIVE CONTROLS are required to reflect the organization of a Nuclear Operations and Maintenance Department and a Nucicar Technical Services Department. The changes are outlined in the accompanying attachment.

Technical Specification Figure 6.2-1 has been revised to show the new structure of the offsite organization for facility management and technical support. Technical Specification Figure 6.2-2 has been revised to show the new structure of the North Anna Power Station organization.

Technical Specification Figure 6.2-3, previously not contained in the Unit 1 specifications, has been included to show the revised relationship of the System Nuclear Safety and Operating Committee. Figure 6.2-3 is referenced in Specification 6.5.2.9. Technical Specification Table 6.2-1 has been revised to be consistent with proposed Unit 2 Table 6.2-1.

Specification 6.4.1 has been changed to show the reassignment of training program maintenance responsibility to the Station Manager.

The position of Director-Production Training and Safety referred to in Specification 6.4.1 and Figure 6.2-2 has been eliminated.

As a result of the reorganization, a number of position titles and functions have been changed. Throughout Section 6.0, references to the Director, Nucicar Operations have been changed to Manager-Nuclear Operations and Maintenance. The previous positions of Vice President-

-Power Supply and Production Operations and Senior Vice President-Power have been deleted f rom the Technical Specifications. The revised positions of Vice President-Nuclear Operations and Senior Vice President-Power Cencration have not yet been appointed; therefore, the two positions are neither referenced-in the Technical Specifications nor shown in the organization charts. .The Technical Specifications will be revised to

l reflect these two positions when the vacancies have been filled. In the interin, all previous references to Vice President and Senior Vice President positions have been revised to reference the position of Executive Vice President.

Specification 6.5.2.2 has been changed to show the revised i membership of the System Nuclear Safety and Operating Committee.

Specification 6.5.2.9 has been revised to reflect the addition of Figure 6.2-3. Specification 6.5.2.2 also outlines the revised reporting function of the System Committee. Specification 6.5.2.10, pertaining to activity records of the System Committee, has been changed to reflect the current -

vacant Vice President and Senior Vice President positions discussed above and the titic revision to Manager-Nucicar Operations and Maintenance.

The North Anna Environmental Technical Specifications have also been revised as a result of the management reorganization. The position titles have been revised to be consistent with the positions outlined in the Appendix A Specifications. Specification Figure 5.2-1 has been revised to show the deletion of previous positions, the appropriate change in position titles, and the shifting of the Supervisor-Health Physics position.

The proposed changes have been reviewed and approved by the Station Nuclear Safety and Operating Committee and the System Nuclear Safety and Operating Committee. It has been determined that this request does not involve an unreviewed safety question.

We have evaluated this request in accordance with the criteria in 10 CFR170.22 and have determined that this request involves a single safety issue; therefore, a Class III license amendment fee is required.

Accordingly, a voucher check for $4,000.00 is enclosed for payment of the fee.
