To Whom it May Concern:
We write representing our small Massachusetts town that is directly downwind from the Vermont Yankee nuclear reactor. We understand that those of us in Massachusetts have no direct say in the operation of the plant, which is ironic since we are closer to this potentially dangerous plant than many towns in the state of Vermont.
We write to express extreme concern regarding the decision by the NRC to approve Uprate at the Vermont Yankee reactor without requirement of a prior Independent Safety Assessment. The plant is the oldest in New England and has not had a thorough, independent safety assessment. Last week, when the plant made the first 5-percent increase in power, vibrations were immediately felt, which stopped the immediate plans for an increase. Initially, a plan for a 96-hour pause was made, but that was lengthened indefinitely while computer models are run to determine the effects of the vibrations.
It has only been a few months since all of us viewed the traffic disaster that occurred as residents of New Orleans tried to flee their city. -In this region, we have one major North-South highway and one Elast-West highway. They would become parking lots in a nuclear emergency. On something as important as the Vermort Yankee reactor safety, we think that all possible investigations should be done, which would include an Independent Safety Assessment. We urge your reconsideration of this critical decision. . .
