Dear Mr. Hughes:
The purpose of this report is to satisfy the reporting requirements of IOCFR50 Section 50.59, in respect to the activities related to the Cornell TRIGA Reactor (facility license R-80) and the Cornell Zero Power Reactor (ZPR)(facility license R-
- 89) during the period beginning July 1, 2005 and ending July 31, 2006.
The facility license status for both the TRIGA and ZPR reactors were amended on June 6, 2006. The amendments removed the authorization to operate the reactors and possess special nuclear material. In addition, changes to the Technical Specifications were approved in order to be compatible with license changes and administrative structure to support the decommissioning of the Ward Center for Nuclear Studies (WCNS).
Decommissioning Decommissioning of the TRIGA and ZPR reactors has commenced per the Decommissioning Plans approved by the NRC on June 15, 2006 and June 6, 2006 respectively. Deconmmissioning activities at the WCNS facility are progressing in accordance with the revised Technical Specifications. The goal of the decommissioning activities is to adequately remediate the facility to levels commensurate with unrestricted use in accordance with 10 CFR 20.1402, and to terminate both facility licenses.
To date all reactor equipment and internals for both the TRIGA and ZPR reactors have been removed, containerized, and shipped for disposal at the Envirocare - Clive, Utah disposal facility. Contractors have begun the process of demolishing the TRIGA concrete bioshield.

Hughes, US Nuclear Regulatory Commission August 7, 2006 Page 2 As decommissioning progresses, additional site characterization is occurring within areas not accessible during the 2003 Characterization Survey Report prepared by Duratek Services, Inc. All records of additional site characterization are maintained at the facility and are available for review upon request.
Once completed, a copy of the Final Status Survey Plan will be submitted to the NRC for review. Decommissioning work is expected to be completed in the Fall of 2006.
Operating Experience/Power Generation/Maintenance The Cornell TRIGA and ZPR reactors have not operated within the past year.
On April 28, 2000, all special nuclear materials (SNM) related to the ZPR was retrieved by a DOE contractor and placed in storage at the Portsmouth Gaseous Diffusion Plant.
During the week of November 10, 2003 all spent fuel was removed from the TRIGA reactor facility and transferred to the Idaho National Engineering and Environmental Laboratory in Idaho Falls, Idaho.
Surveillance, Tests, and Inspections All parameters and systems undergoing required surveillance, tests, and inspections were determined to be within specified limits. The facility is complying with the Airborne Effluent Monitoring requirements set forth in the NRC approved Decommissioning Plan.
Emergency Shutdowns/Unintentional Scrams The Cornell TRIGA and ZPR reactors have not operated within the past year.
Radioactive Waste Release Radioactive waste release relative to the operation of the TRIGA and ZPR reactors has not occurred.
Radioactive Waste Disposal All radioactive sources, other than the activated concrete located within the TRIGA bioshield have been removed from the WCNS facility. Radioactive waste generation/disposal relative to the decommissioning of the WCNS facility has resulted in the disposal of:

Personnel Exposure No significant exposure to facility personnel was experienced. Decommissioning activities are progressing in a manner that maintains radiation exposures as low as reasonably achievable (ALARA) in accordance with the approved Decommissioning Plan.
