Dear Mr. Hickman:

The purpose of this letter is to formally request the termination of facility licenses for the Cornell TRIGA Reactor (facility license R-80) and the Cornell Zero Power Reactor (ZPR) facility (facility license R-89).

The facility license status for both the TRIGA and ZPR reactors were amended on June 6, 2006.

The amendments removed the authorization to operate the reactors and possess special nuclear material. In addition, changes to the Technical Specifications were approved in order to be compatible with license changes and administrative structure to support the decommissioning of the Ward Center for Nuclear Studies (WCNS).

All of the nuclear material under the licenses has been removed, decommissioning activities have been performed as required, and the Final Status-Survey Report (FSSR) has been completed and submitted. On February 8, 2007, the NRC informed Cornell they completed review of the FSSR and found it acceptable, noting that the survey data presented, was in accordance with the Decommissioning Plan (DP) and Final Status Survey Plan (FSSP) previously approved. We very much appreciate the professionalism and expediency with which the NRC completed review of the FSSR.
