Dear Sir:

The purpose of this report is to satisfy the reporting requirements of Section 50.59 of 10 CFR, Part 50, in respect to activities carried out utilizing the Cornell TRIGA Reactor (facility license R-80) and the Cornell Zero Power Reactor (ZPR) (facility license R-89) during the period beginning July 1, 2002 and ending June 30, 2003.

TRIGA License R-80:

1. Operating Experience On July 01, 2002 the Cornell TRIGA Reactor ceased to operate as a user facility and since that time the TRIGA has been used solely for operator requalification and for reactivity measurements, all at powers less than 10 Watts.
2. Changes in Facility Design None
3. Changes in Procedures None.
4. Surveillance Tests and Inspections All parameters and systems undergoing required surveillance tests and inspections were determined to be within the specified limits.
5. Power Generation Less than 100 Watt-hours
6. Emergency Shutdowns None
7. Unintentional Scrams None.
8. Major Maintenance None
9. Radioactive Waste Release WCNS, Cornell University 1

1) Liquid waste -- < 250 jCi (gross activity)
2) Gaseous waste - none
10. Personnel Exposure No significant radiation exposure to personnel was experienced.

ZPR - License No. R-89:

1. Operating Experience On 2/12/97, the NRC issued Amendment No. 4 which removes the authority from the license to operate the reactor and authorizes possession - only of the reactor. The ZPR fuel had been removed from the reactor grid plate prior to that date, and the reactor has been in a shutdown/safe-storage condition since that time.
2. Change in Facility Design None
3. Changes in Procedures None
4. Surveillance Tests and Inspections All parameters and systems undergoing surveillance tests and inspections were determined to be within the specified limits.
5. Major Maintenance None
6. Radioactive Waste Release No measurable amount
7. Personnel Exposure No significant radiation exposure to personnel was experienced.

On June 24, 2003 a request for license amendment to withdraw NRC authorization to operate the Cornell TRIGA Reactor. Therefore, on July 01, 2002 the Cornell TRIGA Reactor ceased to operate as a user facility and since that time the TRIGA has been used solely for operator requalification and for reactivity measurements, all at powers of less than 10 Watts.
