Dear M r. Hughes:
Cornell University respectfully requests the Nuclear Regulatory Commission to review and approve the enclosei I Decommissioning Plan for the TRIGA Reactor and the Zero Power Reactor, both located within the War d Center for Nuclear Studies (WCNS), and thereupon issue a corresponding Decommissioning Order fi)r both facilities.
Current ly, the WCNS facilities are shutdown in a' secure environment and in full compliance with the Technic al Specifications. The ZPR was de-fueled in April 2000. Cornell's request for a possession only license amendment for the TRIGA reactor is pending NRC approval. We are anxious to begin formal decomn nissioning activities and urge the NRC to expedite its review and approval process.
