Susquehanna Units 1 and 2, ME0969 & ME0970, ITSB RAIs-Amd for T-20 Replacement, One-time Ext of AOT in Ts 3.8.1 The Technical Specification Branch (ITSB) has identified the need for the following additional information (RAIs) to complete its review of the application:

Request for Additional Information:

Susquehanna TS LCO 3.0.2 Bases State that Entering ACTIONS for [Corrective Maintenance]

must be done in a manner that does not compromise safety. PPL Susquehanna had requested and received two previous One-Time extensions for LCO 3.8.1 due to deficiencies in ST performance and operation from NRC Staff in 2002 & 2003.

1. Justify that PPL Susquehannas third one-time extension request of TS 3.8.1 from 72 hours8.333333e-4 days <br />0.02 hours <br />1.190476e-4 weeks <br />2.7396e-5 months <br /> to 10 days, for ST replacement at power since 2002, represents plant corrective maintenance practices that are done in a manner that does not compromise safety.
2. Explain why a Third One-Time extension for replacing Station Transformers is not symptomatic of a design inadequacy with PPL Susquehanna in meeting the 72 hours8.333333e-4 days <br />0.02 hours <br />1.190476e-4 weeks <br />2.7396e-5 months <br /> Completion Time as required by LCO 3.8.1, and
3. Why choosing to extend the completion time of LCO 3.8.1 does not constitute an operational convenience (per Susquehanna TS LCO 3.0.2 Bases) as a Third request in replacing damaged/degraded Station Transformers at PPL Susquehanna.

Please respond to these RAIs by COB June 30, 2009 in order so we can try to support the requested completion date.
