ME0969 and ME0970)

By letter dated March 24, 2009, supplemented by letters dated April 30 and May 12, you submitted a license amendment request for One-time extension of Allowable Outage Time in TS 3.8.1, LCO ACTION A3, from 72 hours8.333333e-4 days <br />0.02 hours <br />1.190476e-4 weeks <br />2.7396e-5 months <br /> to 10 days for replacement of Transformer ST-20.

The Electrical Engineering Branch (EEEB) needs the following additional information to complete its review of the license amendment request mentioned above:

REQUEST FOR ADDITIONAL INFORMATION SUSQUEHANNA STEAM ELECTRIC STATION, UNITS 1 AND 2

1) Provide a discussion regarding the lack of compensatory measures to replace the capability of the offsite circuit that will be out of service during this Completion Time (CT) given the length of the time requested (10 days vs. the 3 days allowed by Technical Specification [TS] 3.8.1) and considering the changes in electric grid performance postderegulation (NUREG-1784, Operating Experience Assessment - Effects of Grid Events on Nuclear Power Plant Performance). Specifically, the duration of loss of offsite power (LOOP) events has increased and the probability of a LOOP as a consequence of a reactor trip has increased. In addition, the evaluation completed as part of this NUREG was done before the August 14, 2003 Blackout in the Northeast which would further indicate that post-deregulation conditions challenge grid reliability.

The staff believes that these compensatory measures are needed during the extended offsite circuit CT to reduce the risk associated with loss of offsite power. In the past, other licensees have provided the following compensatory measures in their offsite circuit CT extension requests:

An alternate power source was specified with at least the capability as a delayed access circuit (per General Design Criterion (GDC) 17, Electric power systems, of Title 10 to the Code of Federal Regulations (10 CFR) Part 50, Appendix A) capable of supplying safe-shutdown loads on that unit. After entering the extended CT, this source was to be verified available every 8 hours9.259259e-5 days <br />0.00222 hours <br />1.322751e-5 weeks <br />3.044e-6 months <br /> and treated as protected equipment.
