PPL Susquehanna, Units 1 and 2. - REQUEST FOR ADDITIONAL INFORMATION (RAIs) RE:

License Amendment Request for One-time extension of Allowable Outage Time in TS 3.8.1, LCO ACTION A3, from 72 hours8.333333e-4 days <br />0.02 hours <br />1.190476e-4 weeks <br />2.7396e-5 months <br /> to 10 days for replacement of Transformer ST-20 (TAC NOS. ME0969 and ME0970)

By letter dated March 24, 2009, supplemented by letters dated April 30 and May 12, you submitted a license amendment request for One-time extension of Allowable Outage Time in TS 3.8.1, LCO ACTION A3, from 72 hours8.333333e-4 days <br />0.02 hours <br />1.190476e-4 weeks <br />2.7396e-5 months <br /> to 10 days for replacement of Transformer ST-20. You responded to Electrical Engineering Branch (EEEB) RAIs by letter dated July 6, 2009.

Based in its review of your responses, the EEEB needs additional information to complete its review of the license amendment request mentioned above. The Draft Follow-up RAIs are provided below:

Based on the phone conf NRC staff had with the licensee on 6/24/09 where licensee staff stated that the spare EDG has adequate capacity by itself to supply safe shutdown loads on both units (equivalent to GDC 17 delayed access offsite circuit), NRC staff has the following questions:

1) Is paragraph one stating that indeed the spare EDG does fulfill the requirements stated above? If so, what is paragraph 5 stating (seems to conflict with paragraph 1 in that case)?
2) Do the procedures described in paragraph 4 fully address operation of the spare EDG supplying safe shutdown loads on both units by itself?
3) Is paragraph 6 saying that the spare EDG is credited in the SBO analysis?

This would not be acceptable if it is being credited as the replacement circuit for the ST 20 circuit.

4) In addition, assuming the licensee has the expected answers to the above questions, NRC staff requires the RAI response be revised to include detailed discussion outlining the design calculation bases demonstrating the spare EDGs capability to supply all necessary safe shutdown loads for both units with adequate voltage and frequency. Also provide detailed discussion about the operating procedures in place to use the spare EDG in this capacity.

On July 20 and July 23, 2009, during the telephone discussions between the NRC Staff and the licensee, the NRC staff modified the above follow-up RAIs as follows:

"The precedence has been set by NRC staff to require that when an off-site power source is taken out of service, it will be replaced with a source that has the capacity and capability to provide the ability for Safe Shutdown with non-accident loads on both Units without exceeding design parameters and without requiring a blow-down of the Reactor Vessel.

Therefore, please show that the licensee can meet the requirements described in the above paragraph ."

Please let me know ASAP, the convenient time for a phone call discussion for the clarification of the NRC staff concerns and requirements. The call could be arranged as early as Monday, July 20, 2009.
