KEWAUNEE POWER STATION WITHDRAWAL OF EXEMPTIONS FROM 10 CFR 73 APPENDIX B GENERAL CRITERIA FOR SECURITY PERSONNEL Dominion Energy Kewaunee, Inc. (DEK) requested exemptions from 10 CFR 73 Appendix B related to annual force-on-force (FOF) exercises at Kewaunee Power Station (KPS) in a June 25, 2013 letter (Serial No. 13-287C). The purpose of this letter is to withdraw those exemption requests.

DEK submitted Revision 0 of the KPS Post-Shutdown Decommissioning Activities Report (PSDAR) on February 26, 2013 (Serial No.13-064) that indicated all spent fuel in the spent fuel pool would be transferred to the Independent Spent Fuel Storage Installation (lSFSI) by July 1, 2020. The subject exemptions were submitted to eliminate the cost of conducting annual FOF exercises for six (6) years (assuming a one year review and approval period). Revision 1 of the PSDAR was issued on April 25, 2014 (Serial No.14-116). Revision 1 of the PSDAR revised the date that all spent fuel in the spent fuel pool would be transferred to the ISFSI to November 15, 2016.

Therefore, there are now two (2) annual FOF exercises left (2015 and 2016) prior to all spent fuel being transferred to the ISFSI. DEK has determined that it is more practical to complete the annual FOF exercises until the spent fuel is moved to the ISFSI.

Therefore, DEK is requesting that these exemptions be withdrawn.
