The report provides notification that a Loose Parts Detection System channel was out of service for greater then thirty (30) days and the plans for restoring the channel to service.

NRC SPECIAL REPORT ONE CHANNEL OF LOOSE PARTS MONITOR OUT OF SERVICE FOR A PERIOD GREATER THAN ALLOWED BY TECHNICAL SPECIFICATIONS At 03:15 on April 5, 1990 channel 8 of the St. Lucie Unit 2 loose parts monitor was declared out of service because the alarm level could not be set at the proper value due to increased electrical noise. As required by Technical Specification 3.3.3.8, this Special Report is being submitted to notify the NRC that the

-channel has been out of service greater than 30 days. The cause of this failure has not yet been determined because not all areas of the system are accessible during power operations. All accessible areas of the system have been investigated. Efforts are continuing to identify the source of the electrical noise, and the mechanism for induction into the Loose Parts Monitoring System.

At the next shutdown troubleshooting efforts will resume on the areas of the system not accessible while at power.

Channel 7 and 8 of the loose-part monitor are located on the 2B steam generator, thus channel 7 is still available for alarm functions on the 2B steam generator. Channel 8 is still available for analysis. since the electrical noise is not continuous. Only the alarm level for potential low level impacts is affected.
