Olll DATI 1111 I I I Abstract During a review of the design basis for the emergency diesel generators, it was discovered that the only fuel oil consumption .calculations available were performed in 1968, Subsequent preliminary calculations indicate that 23,000 gallons are required to ensure a seven day fuel oil supply is available to provide diesel generator operation under required loading. This value exceeds the minimum 16,000 gallon limit specified in Plant Technical Specification (TS) .3.7.1.i. The design basis document reconstitution effort is part of the ongoing Configuration Control Project (CCP). The reactor was critical with the Plant operating at 90 percent of rated power when this condition was determined to be reportable on March 3, 1989. The failure to maintain the required fuel oil capacity to provide seven days of diesel generator operation has been attributed to a failure to update diesel fuel oil consumption calculations for equip~ent Ioading and operating times in post-accident conditions. The minimum required quantity of fuel oil to be maintained in T-10 was established prior to initial operation of the Plant and was based on preliminary values for component horsepower ratings. The diesel fuel oil storage tank was filled to a level greater than 23,000 gallons, a conservative interim limit of 23,000 gallons has been defined which provides for the seven day supply, and existing operator aids have been revised to prescribe the 23,000 gallon administrative limit.

The basis for TS 3.7 states that "the 16,000 gallons in the storage tank in addition to the day tank will provide a diesel operation under required loading conditions for a minimum period of seven days". The day tank [EK;TK] capacity of each diesel generator [EK;DG] is 2,700 gallons. In addition to fuel oil storage capacity provided by the underground storage tank (T-10) [DC;TK] and the day tanks, a connection is available to pump fuel oil directly into the day tanks from a tanker truck.

The Palisades Final Safety Analysis Report (FSAR) states that Palisades is committed to IEEE 308-1978 which requires maintenance of a seven day fuel oil supply. As the 1968 calculation which determined the 16,000 gallon TS fuel oil capacity contains equipment loading and operating times which differ from current requirements, a preliminary calculation was performed to determine the adequacy of the required reserve ca.pacity.

These preliminary calculations revealed that 23,000 gallons of fuel oil would be required to meet current equipment loading and operating times.

The underground storage tank was then filled above the 23,000 gallon level.

Cause Of The Event The failure to maintain the required fuel oil capacity to provide seven days of diesel generator operation has been attributed to a failure to update diesel fuel oil consumption calculations for equipment loading and operating times in post-accident conditions. The minimum required quantity of fuel oil to be maintained in T-10 was established prior to initial operation of the Plant and was based on preliminary values for component horsepower ratings.

Corrective Actions The underground. storage tank T-10 was filled to provide for greater than 23,000 gallons of fuel oil. An interim limit on minimum required fuel oil capacity of 23,000 gallons was prescribed by reperforming fuel oil NRC FORM 3&&/l 1s.sJ1 LER 89005-LIOl

Existing operator aids have been revised to prescribe an administrative limit of 23,000 gallons.

Detailed calculations are being performed to identify diesel fuel oil storage capacity in support of a TS change request to correct the existing value.

Significant changes designed to enhance the Plants ability to ensure that design bases are reviewed and updated during the modification process have been taken over the past few years. Additionally, through in progress efforts associated with the CCP Design Basis Reconstitution project and efforts being undertaken within the CCP to ensure ongoing long term configuration of the Piant, no further corrective actions are believed necessary to preclude this type of error in the future.

Analysis Of The Event Although current TS specify a 16,000 gallon fuel oil capacity be maintained, an administrative limit of 17,500 gallons existed with direction to operators to reorder fuel oil when the level in T-10 reached 19,700 gallons. Further, as recognized in the basis for TS 3.7, "it is considered incredible not to be able to secure fuel oil from one of several sources within a radius of vO miles in less than three days under the worst of weather conditions". Therefore, even though fuel oil requirements exceed the storage capacity required by TS, fuel oil consumption would not have exceeded the expected availability and no threat to the public health and safety existed.

This event is being reported per 10CFR50.73(a)(2)(ii) (B) as a condition that was outside the design basis of the Plant.
