FINAL REVISED MODEL SAFETY EVALUATION OF TRAVELER TSTF-505, REVISION 2, PROVIDE RISK-INFORMED EXTENDED COMPLETION TIMES - RITSTF INITIATIVE 4B

Dear Members of the Technical Specifications Task Force:

The availability of Technical Specifications Task Force (TSTF) Traveler TSTF-505, Revision 1, Provide Risk-Informed Extended Completion Times - RITSTF Initiative 4b, and a model safety evaluation (SE) were announced in the Federal Register (77 FR 15399) on March 15, 2012.

The U.S. Nuclear Regulatory Commission (NRC) staff identified areas requiring further review related to TSTF-505, Revision 1, during its review of plant-specific license amendment requests (LARs) to adopt a risk-informed completion time (RICT) program. The NRC staff notified the TSTF of its concerns in a letter dated November 15, 2016, and suspended its approval of Revision 1 at that time (Agencywide Documents Access and Management System (ADAMS)

Accession No. ML16281A021). The TSTF submitted a response to the NRC staffs identified issues in a letter dated September 27, 2017 (ADAMS Package Accession No. ML17290B229).

The NRC staff prepared a draft revised traveler denoted as TSTF-505, Revision 2, along with drafts of a table of revised retained technical specification (TS) actions (Table 1) and a table listing the TS actions that require additional justification if an applicant elects to include them in the scope of its RICT program (Table 2). The NRC staff also prepared a draft revised model SE and a revised model application. All of these documents were provided to the TSTF by letter dated May 1, 2018 (ADAMS Package Accession No. ML17290A003), for review and comment.

You commented on the documents, provided editorial corrections, and provided a new Revision 2 of TSTF-505 (including model application) by letter dated July 2, 2018 (ADAMS Accession No. ML18183A493).

The NRC staffs final revised model SE is enclosed with this letter. This final revised model SE supersedes the model SE from 2012. The NRC staffs final revised model SE approves the TSTF-prepared Revision 2 of TSTF-505 submitted on July 2, 2018, and lifts the suspension on the use of TSTF-505. Licensees may submit LARs to implement a RICT by adopting TSTF-505, Revision 2.

Traveler TSTF-505, Revision 2, is applicable to both boiling-water reactor (BWR) and pressurized-water reactor nuclear power plants. The proposed change revises Revision 4.0 of the Standard Technical Specifications (STS), Volumes 1 and 2 of NUREG-1430, Standard Technical Specifications, Babcock and Wilcox Plants, NUREG-1431, Standard Technical Specifications, Westinghouse Plants, NUREG-1432, Standard Technical Specifications, Combustion Engineering Plants, NUREG-1433, Standard Technical Specifications General Electric BWR/4 Plants, and NUREG-1434, Standard Technical Specifications General Electric

BWR/6 Plants. Volume 1, Technical Specifications, of these NUREGs can be accessed in ADAMS under Accession Nos. ML12100A177, ML12100A222, ML12102A165, ML12104A192, and ML12104A195, respectively. Volume 2, Bases, of these NUREGs can be accessed in ADAMS under Accession Nos. ML12100A178, ML12100A228, ML12102A169, ML12104A193, and ML12104A196, respectively.

Our SE applies only to material provided in the subject traveler. When a licensee submits an LAR to adopt the traveler, the NRC staff review will ensure that the material presented applies to the specific plant involved. We do not intend to repeat a technical review of the material provided in the traveler. Licensees are responsible for reviewing the NRC staffs SEs and the applicable technical justifications, providing any necessary plant-specific information, and assessing the completeness and accuracy of their LARs. The NRC will process each LAR to adopt this traveler according to applicable NRC rules and procedures.

Traveler TSTF-505, Revision 2, does not prevent licensees from requesting an alternate approach or proposing changes other than those in TSTF-505, Revision 2. However, significant changes from the approach recommended or the inclusion of additional changes in the LAR will require additional NRC staff review, increase the time and resources needed for the review, and/or result in non-acceptance of the LAR. Licensees desiring significant or additional changes should instead submit an LAR that does not claim to adopt TSTF-505, Revision 2.
