FINAL SAFETY EVALUATIONS OF TECHNICAL SPECIFICATIONS TASK FORCE TRAVELER TSTF-568, REVISION 2, REVISE APPLICABILITY OF BWR/4 TS 3.6.2.5 AND TS 3.6.3.2, USING THE CONSOLIDATED LINE ITEM IMPROVEMENT PROCESS (EPID L-2017-PMP-0024)
Dear Members of the Technical Specifications Task Force:
By letter dated May 21, 2019 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML19141A122), the Technical Specifications Task Force (TSTF) submitted to the U.S. Nuclear Regulatory Commission (NRC) for review and approval Traveler TSTF-568, Revision 2, Revise Applicability of BWR/4 TS 3.6.2.5 and TS 3.6.3.2. The traveler was submitted as part of the consolidated line item improvement process (CLIIP). Traveler TSTF-568, Revision 2, is approved as a CLIIP traveler.
By letter dated November 12, 2019 (ADAMS Package Accession No. ML19262E115), an NRC draft safety evaluation (SE) and draft model SE of Traveler TSTF-568, Revision 2, were provided for your review and comments. You had no comments to the draft SEs. The NRC staffs final traveler SE and final model SE are provided in Enclosures 1 and 2, respectively, to this letter.
Traveler TSTF-568, Revision 2, is applicable to General Electric BWR/4 plant designs. The proposed change revises Revision 4 of the Standard Technical Specifications, Volumes 1 and 2 of NUREG-1433.1 The NRC staffs SEs apply only to material provided in the subject traveler. When a licensee submits a license amendment request (LAR) to adopt the traveler, the NRC staffs review will ensure that the material presented applies to the specific plant involved. The NRC staff does not intend to repeat a technical review of the material provided in the traveler. Licensees are responsible for reviewing the NRC staffs SEs and the applicable technical justifications, providing any necessary plant-specific information, and assessing the completeness and accuracy of their LARs. The NRC will process each LAR to adopt this traveler according to applicable NRC rules and procedures.
Traveler TSTF-568, Revision 2, does not prevent licensees from requesting an alternate approach or proposing changes other than those in the traveler. However, significant changes from the approach recommended or the inclusion of additional changes in the LAR will require additional NRC staff review, increase the time and resources needed for the review, and/or result in removal of the LAR from the CLIIP. Licensees requesting significant or additional 1 U.S. Nuclear Regulatory Commission, Standard Technical Specifications, General Electric, BWR/4 Plants, NUREG-1433, Volume 1, Specifications, and Volume 2, Bases, Revision 4.0, April 2012 (ADAMS Accession Nos. ML12104A192 and ML12104A193, respectively).
Technical Specifications Task Force changes should instead submit an LAR that does not claim to adopt traveler TSTF-568, Revision 2.
