FINAL SAFETY EVALUATIONS OF TECHNICAL SPECIFICATIONS TASK FORCE TRAVELER TSTF-566, REVISION 0, REVISE ACTIONS FOR INOPERABLE RHR SHUTDOWN COOLING SUBSYSTEMS (EPID L-2018-PMP-0001)

Dear Members of the Technical Specifications Task Force:

By letter dated January 19, 2018 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML18019B187), the Technical Specifications Task Force (TSTF) submitted to the U.S. Nuclear Regulatory Commission (NRC) for review and approval Traveler TSTF-566, Revision 0, Revise Actions for Inoperable RHR [Residual Heat Removal] Shutdown Cooling [SDC] Subsystems.

By letter dated December 20, 2018 (ADAMS Package Accession No. ML18242A176), an NRC draft safety evaluation (SE) and draft model SE of Traveler TSTF-566 were provided for your review and comments. By letter dated January 17, 2019 (ADAMS Accession No. ML19017A269), you commented on the SEs. The NRC staff has incorporated all your comments, except removal of the Note in the draft model SE. The NRC staff has left the Note in the final model SE, because our review was limited to RHR SDC system designs addressed in the SE. The NRC staffs final traveler SE and final model SE are provided in Enclosures 1 and 2, respectively, to this letter.

The traveler was submitted as part of the consolidated line item improvement process (CLIIP).

Traveler TSTF-566, Revision 0, is approved as a CLIIP traveler. Traveler TSTF-566, Revision 0, is applicable to boiling-water and pressurized-water reactor nuclear power plants, including AP1000. Our SEs apply only to material provided in the subject traveler. When a licensee submits a license amendment request (LAR) to adopt the traveler, the NRC staffs review will ensure that the material presented applies to the specific plant involved. We do not intend to repeat a technical review of the material provided in the traveler. Licensees are responsible for reviewing the NRC staffs SEs and the applicable technical justifications, providing any necessary plant-specific information, and assessing the completeness and accuracy of their LARs. The NRC will process each LAR to adopt this traveler according to applicable NRC rules and procedures.

Traveler TSTF-566, Revision 0, does not prevent licensees from requesting an alternate approach or proposing changes other than those in the traveler. However, significant changes from the approach recommended or the inclusion of additional changes in the LAR will require additional NRC staff review, increase the time and resources needed for the review, and/or result in non-acceptance of the LAR. Licensees desiring significant or additional changes should instead submit an LAR that does not claim to adopt TSTF-566, Revision 0.
