OF JANUARY 10, 2019, PARTIALLY CLOSED PUBLIC MEETING TO DISCUSS REQUEST FOR ADDITIONAL INFORMATION ISSUED IN CONNECTION WITH NRCS REVIEW OF THE INTERIM STORAGE PARTNERS CONSOLIDATED INTERIM STORAGE FACILITY APPLICATION FOR A FACILITY AT ANDREWS COUNTY, TEXAS PURPOSE:

For the Nuclear Regulatory Commission (NRC) staff and representatives from Interim Storage Partners (ISP) to discuss NRCs request for additional information (RAI) dated November 16, 2018 (Agencywide Documents Access and Management System (ADAMS) Accession No.

ML18320A184), issued in connection with its review of the license application for the proposed Waste Control Specialists (WCS) Consolidated Interim Storage Facility (CISF). The meeting was noticed on December 21, 2018 (ADAMS Accession No. ML18355A981).

MEETING

SUMMARY

On January 10, 2019, NRC staff held a partially closed Category 1 public meeting with representatives from ISP at the NRCs Three White Flint North Building in Rockville, Maryland.

Attendees included ISP and its contractors, NRC staff, and members of the public. The discussion followed the agenda provided in Enclosure 1. NRC and ISP staff and contractors discussed the RAIs throughout the meeting. Members of the public were given an opportunity to ask questions pertaining to the RAIs following the discussions between NRC and ISP. The list of meeting attendees is provided in Enclosure 2. ISP provided presentation slides prior to the meeting that can be found at ADAMS Accession Number ML19008A296.

C. Regan After introductions and opening remarks, representatives from ISP made a presentation discussing select RAIs requested by the NRC in its November 16, 2018, letter. ISP first addressed RAI 2.4.3, which seeks clarification as to the design of the proposed CISF rail side track. ISP presented its planned approach to address the RAI, and indicated that figures in the WCS CISF safety analysis report (SAR) and the design of the rail side track are consistent with the flood plain analysis for the site. ISP also indicated that it would clarify and correct depictions in Chapter 2 of the SAR, which ISP indicated had shown the rail in a slightly different position for orientation purposes.

ISP addressed RAI 15-1, which seeks clarification as to statements in the SAR about Dry Shielded Canister (DSC) and cask material resistance to corrosion, the range of environmental conditions expected for the DSC internals, and the design life of the Horizontal Storage Module (HSM). ISP presented its planned approach to address the RAI, and indicated that it will provide prior calculations, performed in 2002, to address the suitability of materials for a dry storage facility. ISP also indicated it would clarify and revise statements in the SAR about the range of environmental conditions expected for DSC internals, and clarify statements about the design life of the HSM.

ISP addressed RAIs 15-2, 15-3, 15-4, and 15-9, which seek information about the safety classification of the MP-187 cask system structures, systems, and components, and drawings and additional information for greater-than-Class C (GTCC) canisters and other GTCC storage system information. ISP indicated that its application has incorporated by reference, systems already approved by NRC, and in some cases, NRC RAIs requested information that was already included in the application. NRC staff indicated that Interim Staff Guidance 17, Spent Fuel Project Office, Interim Storage of Greater Than Class C Waste, provides guidance on the type of information required of the applicant in addressing GTCC storage.

ISP addressed RAI 15-13, which seeks information on aging management programs for two DSCs to be used at the facility. ISP provided detail as to how it will address this issue in response to the RAI.

Finally, ISP addressed RAI EP-6, which seeks information about emergency response personnel at the site, and EP-20, which seeks information about dose thresholds and alert criteria associated with the Facility Emergency Action Levels, at the proposed facility. ISP staff indicated that they will further evaluate these aspects of their emergency preparedness plans and activities in preparing their responses to the RAIs.

After the business portion of the open meeting, members of the public participating by phone asked questions and provided comments to NRC staff. Comments and questions that pertained to the scope of the January 10, 2019, meeting included an inquiry as to the date by which the RAIs would be responded to, and that for future meetings, presentation packages should be made readily available to the public prior to such meetings. NRC staff indicated that answers to the RAIs from the applicant were anticipated by the end of February 2019. Staff also indicated that it will seek to make available presentation slides and other information, for future meetings, as soon as practicable prior to such meetings.

Following the open portion of the meeting, meeting participants transitioned to the closed portion of the meeting. In the closed portion of the meeting, NRC and ISP participants addressed two RAIs whose discussion would introduce information of a proprietary nature.

C. Regan These RAIs sought information associated with backfill compaction and quality control at the proposed site, and selected stratum depth for evaluating settlement at the proposed site.

No regulatory decisions were made at the meeting.
