By application dated February 25, 2005, as supplemented by letter dated November 11, 2005,First Energy Nuclear Operating Company (FENOC) requested a full conversion from the current Technical Specifications (CTS) to a set of Improved Technical Specifications (ITS) based on NUREG-1431, "Standard Technical Specifications - Westinghouse Plants,"Revision 2, for the Beaver Valley Nuclear Power Station (BVPS). In addition, Technical Specification Task Force changes were also incorporated to make the resulting BVPS ITS more consistent with Revision 3 of NUREG-1431. The proposed amendment would also consolidatethe BVPS-1 and 2 technical specifications into a single set of ITS applicable to both units.This letter is to inform you that the Technical Specification Branch (TSB) in the Division ofInspection and Regional Support has completed its review of the items within the scope of the ITS conversion. This review is contained in a Safety Evaluation (SE) dated March 30, 2006, (ADAMS Accession No. ML060890360) and was provided to the Division of Operating Reactor Licensing (DORL) in support of the above licensing amendment. The SE input to DORL evaluated ITS changes only and is based on the draft BVPS ITS Revision 2.5 and the draft ITS Bases Revision 2.0. Beyond Scope Items and technical specification changes due to outstanding licensing amendment requests will be resolved by the technical branches in thefinal SE. DORL will issue the final SE and license amendment when these reviews arecompleted. Please contact Robert Clark of TSB should you have any comments on the SE input.
