Dear Mr. Pham:
Thank you for providing us with a copy of the document titled, "Generic Environmental Impact Statement for License Renewal of Nuclear Plants, Supplement 40, Regarding Kewaunee Power Station ". We have reviewed this document and provide the followingclarifying comments.Appendix E, Chronology of Environmental Review, indicates that a letter was sent to Sherman Banker of our office (ADAMS Accession Number ML082670685) by NRC staff, dated October 10, 2008. We were originally informed of this project by Ms. Pamela Faggert of Dominion Resources Services, Inc., via correspondence dated October 31, 2007. Ms. Faggert's submittal was accompanied by a report titled, "A Phase I Archaeological Survey At The Kewaunee Power Station In Kewaunee County, Wisconsin
", prepared by Allen P. Van Dyke. We provided a response to Ms. Faggert on December 3, 2007, concurring that the relicensing of this facility will not affect historicproperties.
A copy of that correspondence and our response is provided, for incorporation into the Final EIS when it is prepared for this project.We also received a copy of the Cultural Resources Protection Plan. While we have no specific comment regarding, the content ofthis document, we do encourage it's implementation.

Dominion Energy Kewaunee is submitting an application to the U.S. Nuclear Regulatory Commission for renewal of its operating license. The renewed license would extend the current operating license, set to expire in December, 2013, by an additional 20 years. The License Renewal process itself does not involve the excavation or disturbance of land.k. Area of Potential Effect (APE). Dear Mr. Banker:
By letter dated February 14, 2007, Dominion Energy Kewaunee, Inc. (DEK), a subsidiary of Dominion Resources, Inc., informed you that it is preparing an application to the U.S. Nuclear Regulatory Commission (NRC) to renew the operating license for the Kewaunee Power Station (KPS). The current operating, license for the station will expire in 2013. The renewal term would be for an additional 20 years beyond the original license expiration date.By letter from you dated February 26, 2007, Dominion was informed of a new process for addressing issues associated with Section 106 of the National Historic Preservation Act.Attached please find "Request for SHPO Comment and Consultation on a Federal Undertaking," along with a Phase I Archaeological Survey performed on the project site.As stated in the February 14 letter discussed above, the NRC will request an informal consultation with your office at a later date. By contacting you early in the application process, we hope to identify any issues that need to be addressed or any information your office may need to expedite the NRC consultation.
Your response regarding any effects license renewal may have on historical or archeological resources would be greatly appreciated.
