Via Reference (1 ), the Nuclear Regulatory Commission (NRC) issued a request for information pursuant to 10 CFR 50.54(f). Enclosure 5 of Reference (1) contains specific Requested Actions and Requested Information associated with Recommendation 9.3 for Emergency Preparedness (EP) programs.

NextEra Energy Point Beach, LLC (Point Beach) submitted an alternative course of action, and basis for acceptability of that course of action, to respond to the NextEra Energy Point Beach, LLC, 6610 Nuclear Road, Two Rivers, WI 54241 Document Control Desk Page 2 information request (Reference 2). In Reference (2), Point Beach provided an estimated completion date for the Phase 2 staffing assessment of four months prior to the beginning of 1 R35 (as used within the context of NRC Order EA-12-049).

Refueling Outage 1 R35 is currently planned for Fall 2014. Point Beach was scheduled to complete implementation of the mitigating strategies for Unit 1 prior to startup from the October 2014 refueling outage. The completion date for the Phase 2 staffing assessment was based on the implementation of the mitigating strategies.

The Phase 2 staffing assessment, among other tasks, will need to assess staffing needed and time required to operate the mitigating strategy equipment.

Point Beach received a relaxation of the scheduler requirements of Order EA-12-049 in a letter from the NRC dated December 11, 2013 (Reference 3). The requirement of the order for implementation for Point Beach Nuclear Plant , Unit 1, is relaxed until the completion of the May 2016 refueling outage. Due to the schedule change for the implementation of Unit 1, Unit 2 will be the lead unit for implementation of the mitigating strategies.

Point Beach will complete the Phase 2 staffing assessment four months prior to the start of Unit 2's fall outage of 2015. This is based on the need to have the mitigating strategy equipment available in order to complete the assessment.

In addition to the effect on the Phase 2 staffing assessment; the change in the implementing strategy schedule has impacted a communications related commitment.

In Reference (4), Point Beach made the following commitment with a completion date of October 31, 2014: Provide additional portable generators to power battery chargers for the existing installed batteries that supply power to the radio system, PBX phone system and Gai-Tronics system within the station power block (The same battery supplies both the radio and Gai-Tronics system). Complete appropriate training and update the applicable procedures. This commitment date was based on implementing the Unit 1 mitigating strategies in the Fall 2014 refueling outage. Due to the change in the schedule, Point Beach is changing this commitment date to October 31, 2015. There is no change to this commitment other than the completion date change.
