In accordance with 1 O CFR 50.54(q)(5) and 1 O CFR 72.44(f), NextEra Energy Point Beach, LLC (NextEra) hereby submits a description of changes to the Point Beach Nuclear Plant (PBNP)
Emergency Plan and a summary of the analysis demonstrating that the changes do not reduce the effectiveness of the plan. The plan continues to meet the requirements in 10 CFR 50 Appendix E and the planning standards of 10 CFR 50.47(b). The changes were incorporated in the following procedures issued October 9, 2019 at PBNP:
EP 2.0, Emergency Plan Acronyms & Definitions, Revision 58 EP 4.0, Emergency Conditions, Revision 48 EP 5.0, Organizational Control of Emergencies, Revision 67 EP 6.0, Emergency Measures, Revision 66 EP 7.0, Emergency Facilities and Equipment, Revision 67 EP 8.0, Maintaining Emergency Preparedness, Revision 57 EP 9.0, Recovery, Revision 44 EP Appendix A, Emergency Response Organization Personnel Function and Responsibility, Revision 34 EP Appendix 8, Emergency Classification, Revision 34 EP CR Index, Emergency Plan Cross-Reference Index, Revision 18 Description of Changes and Summary of Analysis EP 2.0 was revised to update titles from site specific names for positions to the names from NUREG-0654 Revision 2 Table 8-1 and other editorial changes.
EP 4.0 was revised to update titles from site specific names for positions to the names from NUREG-0654 Revision 2 Table 8-1 and other editorial changes EP 5.0 was revised to incorporate changes to NUREG-0654 Revision 2, Table 8-1 into the Emergency Plan as the basis document for on shift and augmentation staffing, superseding Revision 1 of Table 8-1.

Document Control Desk Page 2 EP 6.0 was revised to update titles from site specific names for positions to the names from NUREG-0654 Revision 2 Table B-1. Updated sections in the procedure that could make one assume that the state makes protective action decision. Wisconsin has been a home rule state since inception; therefore, the counties make protective action decisions.
EP 7.0 was revised to update titles from site specific names for positions to the names from NUREG-0654 Revision 2 Table B-1 and other editorial changes.
EP 8.0 was revised to update titles from site specific names for positions to the names from NUREG-0654 Revision 2 Table 8-1 and other editorial changes.
EP 9.0 was revised to update titles from site specific names for positions to the names from NUREG-0654 Revision 2 Table 8-1 and other editorial changes.
EP Appendix A was revised to incorporate changes to NUREG-0654 Revision 2, Table B-1 into the emergency plan as the basis document for on shift and augmentation staffing, superseding Revision 1 of Table B-1.
EP Appendix B was revised to update titles from site specific names for positions to the names from NUREG-0654 Revision 2 Table B-1 and other editorial changes.
EP CR Index was revised to update titles from site specific names for positions to the names from NUREG-0654 Revision 2 Table B-1 and other editorial changes.
These changes were evaluated in accordance with 10 CFR 50.54(q)(3). The changes were determined to not reduce the effectiveness of the PBNP Emergency Plan.
