DPR-24 and DPR 27 Application for Subsequent Renewed Facility Operating Licenses POINT BEACH NRC 2020-0032 10 CFR 54 10 CFR 2.390 Pursuant to U. S. Nuclear Regulatory Commission (NRC) regulations set forth in 10 CFR Parts 50, 51, and 54, NextEra Energy Point Beach, LLC (NEPB), owner and licensee for Point Beach Nuclear Plant (PBN) Units 1 and 2 (Facility Operating Licenses DPR-24 and DPR-27, respectively), hereby applies for the subsequent renewal of the Facility Operating Licenses for PBN Units 1 and 2. The current Facility Operating License for PBN Unit 1 expires at midnight on October 5, 2030. The current Facility Operating License for PBN Unit-2 expires at midnight on March 8, 2033. By this Subsequent License Renewal Application (SLRA), NEPB seeks to extend the term of each operating license by 20 years beyond its current expiration date. This application also seeks renewal of the source material, special nuclear material, and by-product material licenses that are subsumed in or combined with each of the Facility Operating Licenses.

The PBN SLRA is submitted in accordance with the applicable requirements of 10 CFR Part 54, 10 CFR Part 50, and Subpart A of 10 CFR Part 51. This application meets the-timeliness requirements of 10 CFR 2.109(b) and 10 CFR 54.17(c) and provides appropriate administrative, technical and environmental information sufficient to support the NRC findings required l;>y 10 CFR 54.29.

This application has been prepared, to the extent practicable, in a format compatible with NUREG-2192, "Standard Review Plan for-Review of Subsequent License Renewal Applications for Nuclear Power Plants, D Regulatory Guide 1.188, Revision 2 "Standard Format and Content for Applications to Renew Nuclear Power Plant Operating Licenses, D and the guidance provided by Nuclear Energy Institute (NEI) 17-01, "Industry Guideline for Implementing the Requirements of 10 CFR Part 54 for Subsequent License Renewal."

Document Control Desk NRC 2020-0032 Page 2 The SLRA consists of five Enclosures on three optical storage media (OSM). OSM 1 includes Enclosures 1 through 4, that are publicly available. OSM 2 and OSM 3 each include a part of, the proprietary portion of the SLRA, that is to be withheld *under 1 O CFR 2.390.

The files directory for each OSM is attached. The OSMs have been prepared, to the extent practicable, to conform to the NRC!s Guidan~ for Electronic Submissions to the NRG dated May 18, 2017-(Revision 8).

OSM 2 and OSM.3 (Enclosure 5) contain vendor information proprietary to Westinghouse Electric Company LLC and Framatome, Inc., supported by affidavits signed by these

  • vendors, the owners of the information. The affidavits are contained in OSM 1 (Enclosure 2) and set forth the basis on which the information may be withheld from public disclosure by the NRC, and addresses with specificity the considerations listed in paragraph (b)(4) of 10 CFR 2.390. Accordingly, it is respectfully applied for that the information that is proprietary to these vendors be withheld from public disclosure in accordance with 1 O CFR 2.390.

Correspondence with respect to the copyright or proprietary aspects of the vendor information or affidavits should be addressed to the vendor representative identified in the respective affidavit.

Pursuant to 1 O CFR 50.91 (b)(1 ), *a copy of this letter is being forwarded to the State of Wisconsin.
