Point Beach Nuclear Plant, Units 1 and 2 Dockets 50-266 and 50-301 Renewed License Nos. DPR-24 and DPR-27 Report of Changes to Emergency Plan In accordance with 10 CFR 50.54(q)(5) and 10 CFR 72.44(f), NextEra Energy Point Beach, LLC (NextEra) hereby submits a description of changes to the Point Beach Nuclear Plant (PBNP)
Emergency Plan and a summary of the analysis demonstrating that the changes do not reduce the effectiveness of the plan. The plan continues to meet the requirements in 10 CFR 50 Appendix E and the planning standards of 10 CFR 50.47(b). The changes were incorporated in the following procedures issued February 10, 2023 at PBNP:
EP 8.0, Maintaining Emergency Preparedness, Revision 59 EP Appendix A, Emergency Response Organization Personnel Function and Responsibility, Revision 36 EP Appendix K, NUREG-0654 Cross Reference Matrix, Revision 7 EP Appendix M, Matrix for Emergency Preparedness Equipment, Revision 13 Description of Changes and Summary of Analysis EP 8.0 was revised to remove PASS and Chemistry Drills.
EP Appendix A replaced Post Accident sampling to contingency sampling.
EP Appendix K replaced EPIP 8.4.1 with CAMP 611 and EPIP 8.4.2 with CAMP 612.
EP Appendix M replaced Post Accident sampling to contingency sampling.
These changes were driven by LAR 296, Eliminate Requirements for Post-Accident Sampling Systems, via NRG Safety Evaluation dated September 12, 2022 that approved the "Elimination of Requirements for Post-Accident Sampling System (PASS)."
These changes were evaluated in accordance with 10 CFR 50.54(q)(3). These changes were determined to not reduce the effectiveness of the PBNP Emergency Plan.
