DAVIS-BESSE NUCLEAR POWER STATION, UNIT 1 - TRIENNIAL FIRE PROTECTION; INSPECTION REPORT 05000346/2016410

Dear Mr. Boles:

On December 1, 2016, the U.S. Nuclear Regulatory Commission (NRC) completed a Triennial Fire Protection Inspection at your Davis-Besse Nuclear Power Station, Unit 1. The enclosed inspection report documents the inspection results, which were discussed on December 1, 2016, with Mr. K. Byrd and other members of your staff. The inspection examined activities conducted under your license as they relate to your preparedness to handle large fires or explosions by verifying you continue to meet the requirements of your B.5.b license condition and Title 10 of the Code of Federal Regulations (CFR), Part 50.54 (hh)(2). The inspectors reviewed selected procedures and records, observed activities, and interviewed personnel. The NRC inspectors documented one finding of very-low safety significance in this report. The finding involved a violation of NRC requirements. The finding did have a cross-cutting aspect in the area of Human Performance associated with training [H.9] for the failure to ensure knowledge transfer to maintain a knowledgeable and technically competent workforce. However, because of its very-low safety significance, and because the issue was entered into your Corrective Action Program, the NRC is treating the issue as a Non-Cited Violation in accordance with Section 2.3.2 of the NRC Enforcement Policy. If you contest the subject or severity of the Non-Cited-Violation, you should provide a response within 30 days of the date of this inspection report, with the basis for your denial, to the U.S. Nuclear Regulatory Commission, ATTN: Document Control Desk, Washington, DC 20555-0001, with copies to the Regional Administrator, Region III; the Director, Office of Enforcement, U.S. Nuclear Regulatory Commission, Washington, DC 20555-0001; and the NRC Resident Inspector at the Davis-Besse Nuclear Power Station. Enclosure contains Sensitive Unclassified Non-Safeguards Information. When separated from enclosure, this transmittal document is decontrolled. In addition, if you disagree with the cross-cutting aspect assigned to any finding in this report, you should provide a response within 30 days of the date of this inspection report, with the basis for your disagreement, to the Regional Administrator, Region III, and the NRC Resident Inspector at the Davis-Besse Nuclear Power Station. This letter will be made available for public inspection and copying at http://www.nrc.gov/reading-rm/adams.html and at the NRC Public Document Room in accordance with 10 CFR However, the enclosed report contains Security-Related Information, so the enclosed report will not be made publically available in accordance with 10 CFR 2.390(d)(1). If you choose to provide a response that contains Security-Related Information, please mark your entire -Related InformationWithhold from public disclosure under 10 CFR in accordance with 10 CFR 2.390(d)(1) and follow the instructions for withholding in 10 CFR 2.390(b)(1). The NRC is waiving the affidavit requirements for your response in accordance with 10 CFR 2.390(b)(1)(ii).
