e 3.19 IODINE REMOVAL SYSTEM Basis Iodine Removal System TSP Baskets (continued)

The quantity of TSP placed in containment is designed to adjust the pH of the sump water to be between 7.0 and 8.0. The pH needs to remain< 8.0 to remain within the assumptions of the analysis for post-LOCA Hydrogen concentration in the containment.

That analysis concludes that hydrogen generation will not exceed the limits of Regulatory Guide 1.7. Weight limits: The minimum acceptable amount of TSP is that weight which will ensure a sump solution 7.0 after a LOCA, with the maximum amount of water at the minimum initial pH possible in the containment sump; a maximum acceptable amount of TSP is that weight which could cause a sump solution pH 8.0 with a minimum amount of water at a maximum initial pH. The TSP is stored in wire mesh baskets placed *inside the containment at the 590. ft. elevation.

Any quantity between 8,300 and 11,000 lb. of TSP will result in a pH in the desired range. Basis Applicability 3.19 TSP baskets support operation of the Safety Injection System, The Containment Spray System, and the SIRWT. Therefore, the TSP baskets are required to be OPERABLE when the PCS is greater than 300°F. Basis Action Statements 3.19 The listed Action is required to be completed within the specified time if the conditions of the specification are not met. If, prior to expiration of the specified completion time, the required conditions are restored, completion of the Action is not required.

Each specified completion time starts at the time it is discovered that the Action statement is applicable.

Action 3.19.1 -TSP not within limit -If it is discovered that the TSP in the containment building is not within limits, action must be taken to restore the TSP to within limits. This measurement shall be made within the first 31 days of rated power operation.

Code Wording/Requirements and Future Differences Snubbers covered by this ISI/IST Program are ASME Code Class 1,2, and 3 components and referenced by TS Section 6.5.7, which in turn invokes ASME Section XI. The current edition of ASME Section XI-1989, Subsection IWF-5000, refers to ASME/ANSI OM-1987, Part 4 ("OMa-1988, Part 4") where snubber inservice examination and testing is concerned.

e TS 6.5.7, the Inservice Inspection and Testing Program and 10 CFR 50.55a(b)(viii) provide requirements to comply with the Code. The Code does not use "type of snubber" in the same context as the TS. The definition is not needed to implement the Code requirements.

OMa-1988 Part 4, Section 1.6 -"Snubbers may be categorized as accessible or inaccessible and may be considered separately for the purpose of examination." OMa-1988 Part 4, Section 2.3.2 contains the Code requirements for inservice examination intervals.

On 6/28/96, the NRC approved Pali sades' "Snubber Relief Request #1," allowing use of alternative inspection intervals contained in TS 4.16.1. TS 4.16.l was previously amended to revise the visual inspection requirements to be consistent with the guidance contained in GL 90-09. In addition to this TS change request, a Relief Request is enclosed asking for NRC approval to use the visual inspection interval guidance in GL 90-09 instead of the currently approved TS 4.16.l intervals, since TS 4.16 is to be deleted.

TS 4.16.lc -"At least once per 18 months during a shutdown, a representative sample (10% of the total safety-related snubbers in use at the plant) shall be functionally tested either in place or in a bench test." Per Note 1 on page 4-72 of the TS, snubbers with capacity greater than 50 KIP were not to be included when defining the total number of safety-related snubbers.

OMa-1988 Part 4, Section 3.0, "Testing Requirements," covers snubber Inservice Testing in much more detail than that found in current TS. Specific requirements will be addressed in detail later in this table. OMa-1988 Part 4, Section 3.2.2, "Inservice Operability Testing Frequency.

Testing shall take place at least every refueling outage using a sample of snubbers in the facility." OMa-1988 Part 4, Section 3.2.3.1, "The 10% Testing Sample Plan" -Based on the total number of snubbers at Palisades (29 total snubbers), this sample plan is most appropriate and will not alter the sample sizes. This total includes snubbers of all capacity; difference related to snubbers with capacity >50 KIP will be discussed later. OMa-1988 Part 4, Sections 3.2.1.2 and 3.2.6(e) -These sections discuss the use of appropriate loads (in a bench test) and the use sub-component testing such as True Test-In-Place (TTIP) methods employed on Palisades steam generator snubbers.

IWF-5300 (a) Inservice examinations (of snubbers) shall be performed in accordance with the first Addendum to ASME/ANSI OM-1987, Part 4 (OMa-1988) (b) Inservice examinations sample size shall be determined in accordance with subparagraph 2.3.3b of the first Addendum to ASME/ANSI OM-1987, Part 4 (OMa-1988).

ALTERNATIVE TESTING: In lieu of the schedule requirements of OMa-1988, Palisades will follow the guidance of Generic Letter 90-09 for snubber visual examinations.

The guidance of Generic Letter 90-09 has been approved for use at Palisades as documented in Docket 50-255, dated June 12, 1992 and Technical Specification Amendment Number 164, dated April 20, 1995. 1. The proposed alternative provides for 100% visual examination of the snubber population and for a decrease in the examination frequency (increase in the examination interval) in the event that no unacceptable snubbers are found. 2. If one or more unacceptable snubbers are found during visual examination, the next examination interval shall be 2/3 of the previous interval.

  • BASIS FOR RELIEF: Pursuant to 10 CFR 50.55a(a)(3)(i), the proposed alternative provides an acceptable level of quality and safety. Subparagraph 2.3.3b of OMa-1988, Part 4 states, " ... , the examination sample size for the next required examination of the group may be reduced if justified by the owner and accepted by the regulatory authority having jurisdiction at the facility." Based on this statement, Palisades requests permission to use the guidance of Generic Letter 90-09, "Alternative Requirements for Snubber Visual Inspection Intervals and Corrective Actions." The proposed alternative program follows the guidance of Generic Letter 90-09 to establish snubber schedule requirements.

This alternative provides the same confidence level as existing OMa-1988, Part 4 requirements and will generally allow visual examinations and corrective actions during plant outages. Occupational radiation exposure will be reduced by performing examinations during outages. ACCEPTANCE CRITERIA:

The visual examination acceptance criteria shall comply with the criteria provided in ASME/ANSI OMa-1988, Part 4 and as approved by the NRC.
