Dear Mr. Reyes:

In accordance with the guidelines in Revision 9, Supplement 1, ofNUREG-102l, "Operator Licensing Examination Standards for Power Reactors," Carolina Power & Light Company (CP&L), now doing business as Progress Energy Carolinas, Inc., is providing the examination outline supporting the operating test which is scheduled to be administered during the weeks of April 5 and April 12, 2010, and the written examination scheduled to be administered during the week of April 19 , 2010, respectively.

In accordance with the schedule contained in the NRC's letter dated December 4,2009, a copy of the outline for the operating test is being provided only to Mr. Rick Baldwin, the assigned NRC chief examiner, with his copy of this letter. In accordance with 10 CFR 55.40(b)(3), Mr. Lenny Beller, as the designated authorized representative of the Brunswick Steam Electric Plant, Units 1 and 2, has approved the outlines for the examinations of the applicants.

The systematic sampling process described in ES-40 1, Attachment 1, was used to develop the examination outline. In accordance with Revision 9, Supplement 1, ofNUREG-l 021, Section ES-20 1, "Initial Operator Licensing Examination Process," please ensure that the outline for the operating test is withheld from public disclosure in accordance with 1 0 CFR 2.390 until after the examination is complete.

Dear Mr. Reyes:

In a letter dated December 4,2009, the NRC requested that Carolina Power & Light Company (CP&L), now doing business as Progress Energy Carolinas, Inc., submit preliminary reactor operator and senior reactor operator license applications, medical certifications, and waiver requests at least 30 days before the operating test which is scheduled to be administered during the weeks of April 5 and April 12, 2010, and the written examination scheduled to be administered during the week of April 19, 2010. Enclosure 1 provides a list of applicants who are currently scheduled to participate in the upcoming license examinations.

Enclosure 2 provides preliminary, unsigned license applications NRC Forms 398, "Personal Qualification Statement

-Licensee," for each applicant.

Enclosure 3 provides signed NRC Forms 396, "Certification of Medical Examination by Facility Licensee," for each applicant.

CP&L requests that the enclosed information be withheld from public disclosure, in accordance with 10 CFR 2.390(a)(6), since disclosure of this information would constitute a clearly unwarranted invasion of personal privacy.
