OF SEPTEMBER 6, 2018, PRE-APPLICATION MEETING WITH TENNESSEE VALLEY AUTHORITY REGARDING FOUR PLANNED LICENSE AMENDMENT REQUESTS SUPPORTING SHUTDOWN BOARD CLEANING, THE ADOPTION OF 10 CFR 50.69, AND TECHNICAL SPECIFICATION TASK FORCE CHANGE TRAVELERS TSTF-425 AND TSTF-500, AT WATTS BAR NUCLEAR PLANT, UNITS 1 AND 2 (EPID L-2018-LRM-0058)
On September 6, 2018, a Category 1 public meeting was held between the U.S. Nuclear Regulatory Commission (NRC) staff and representatives of Tennessee Valley Authority (TVA, the licensee) at NRC Headquarters, One White Flint North, 11555 Rockville Pike, Rockville, Maryland.
The purpose of the meeting was for TVA to present a series of planned license amendment requests (LARs) to support shutdown board cleaning, the adoption of Title 10 of the Code of Federal Regulation (CFR) Section 50.69, and Technical Specification Task Force (TSTF) Change Travelers TSTF-425 and TSTF-500.
The meeting notice and agenda, dated August 27, 2018, are available in the Agencywide Documents Access and Management System (ADAMS) under Accession No. ML 18248A233.

During the meeting, TVA discussed implementation aspects of the proposed LARs along with the technical analyses to support the proposed submittals.
The licensee provided an overview and background to support their plans to implement the 10 CFR 50.69 evaluation methods at the Watts Bar Nuclear Plant (WBN). The licensee stated that adopting this approach would provide flexibility to reduce costs while improving plant operations and safety margins. The licensee also made NRC staff aware of their intention to submit the TSTF-425 LAR along with the 10 CFR 50.69 submittal.
Adopting TSTF-425 would allow TVA to use internal events and seismic probabilistic risk assessment (PRA) models to establish a basis for controlling surveillance frequencies throughout the facility.
The NRC staff acknowledged that since TVA will be using the WBN PRA as part of the TSTF-425 LAR, reviewing both submittals in concert may prove to be more efficient.
Next, the licensee presented information describing the planned request for an extension of the completion time for maintenance used to support shutdown board cleaning.
Along with other systems, WBN Units 1 and 2 share the same alternating current (AC) electrical power distribution system. Because of this, the current completion time for a de-energized AC electrical power distribution subsystem does not support maintenance on a set of 6.9 kV/480 V shutdown boards (SDBDs). The proposed LAR would allow the completion time to be extended for maintenance being performed on a set of SDBDs while one unit is in operation. In addition to the aforementioned proposed submittals, TVA presented information to support a planned submittal to adopt TSTF-500.
In relation to the proposed LAR to support SDBD cleaning, TSTF-500 would provide a separate Condition for an inoperable vital battery charger for Units 1 and 2. Units 1 and 2 share the same direct current (DC) electrical power system, and as such maintenance on an AC electrical power distribution subsystem for a shutdown unit also affects the operating unit. The current completion time for an inoperable vital battery subsystem does not support maintenance on a set of 6.9 kV/480 V SDBDs. The licensee specified that adopting TSTF-500 would provide a separate condition in Limiting Condition for Operation
3.8.5 which
would extend the completion time for restoring an inoperable vital battery charger. The licensee provided presentation slides for each of the planned submittals (ADAMS Accession Nos. ML 18248A 101, ML 18248A 102, ML 18248A 105, and ML 18248A 107) prior to the meeting. The NRC staff asked clarifying questions regarding the methodology and provided observations on key issues (i.e., timing, quality, etc.) that could impact review of the submittals.
No regulatory decisions were made and no actions were identified as a result of this meeting. No members of the public attended the meeting, thus no Public Meeting Feedback forms were received.
