In the Reference letter, the NRC requested licensees to voluntarily submit a response concerning initial operator licensing examination needs, including an estimate of the number of applicants to &e examined and intentions regarding the preparation of the examinations.

Attachments 1 through 10 provide the responses to RIS 2003-14 for the Exelon Generation Company, UC (Exelon) and AmerGen Energy Company, LLC (AmerGen) plants identified above. The operator licensing examination information for each facility is provided on a separate NRC Form 536. During Calendar Year CY 2005, a total of 6 candidates are expected to take the dual site Limited Senior Reactor Operator (LSRO) initial license examination as indicated in Attachment

6. The schedule for the indicated exam is as follows: the written exam and part of the operating exam will be given at Umerlck Generating Station (LGS); the remainder of the operating exam will be completed at Peach bottom Atomic Power Slatbn (PBAPS). Since the LSRO exam is a dual site exam that involves both LGS and PBAPS. rather than repeating the same information on both attachments, the exam scheduling information k provided on Attachment 6 for LGS only and Attachment 8 for PBAPS references Attachment

DRESDEN NUCLEAR POWER STATION CONFIRMATION OF INITIAL OPERATOR LICENSE EXAMINATIONS

Dear Mr. Crane:

In a letter dated September 26, 2003, your staff responded to NRC Regulatory Issue Summary (RE) 2003-14, "Preparation and Scheduling of Operator Licensing Examinations," for all Exelon Nuclear Stations.

This letter responds to the request for initial license examinations at Dresden Nuclear Power Station, Units 1 and 2. Initial license examinations were requested during the week of August 16, 2004, during the week of August 22, 2005, and during the week of August 21, 2006.

The initial license examination scheduled for August 16,2004, has been scheduted and a chief examiner assigned to the examination.

Because of a heavy work load, the examination requested for August 2005 was rescheduled to the week of September 19, 2005, per a telephone conversation between Mr. M. Carey, Dresden Station Operations Training Manager, and Mr. 0. McNeil of my staff. That examination has been scheduled and a chief examiner assigned to that examination.

The examination requested for August 2006 will be scheduled as we approach that date.

On-site validation of the examinations will occur at Dresden Nuclear Power Station approximately 3 weeks before the examination administration date. In the unlikely event that we are unable to support the examination during the scheduled weeks, we will inform you immediately upon discovery of such conditions and make arrangements to administer the examinations at a mutually acceptable date. As indicated in your RIS response letter, your staff will develop the examination.

Your letter also indicated that you are training less than 10 candidates for each of the examinations.

Please inform us if the number of candidates rises above 10 as this will impact the examination schedule.

A supplementary letter will be sent to the training department approximately 120 days prior to the initial examination informing them of the chief examiner's name. The letter will also outline examination security expectations, list the materials required by the NRC to conduct the examination, reconfirm the examination dates, and reconfirm the number of candidates you have in the training program. If you have any questions concerning this information, please contact Mr. C. Phillips of my staff at 630-829-9739. -

In Reference 2, Exelon Generation Company, LLC (Exelon) and AmerGen Energy Company, LLC (AmerGen) provided the operator licensing examination information for each Exelon and AmerGen facility on a separate NRC Form 536. The attachment to this letter provides a revised response to RIS 2004-1 0 for Dresden Nuclear Power Station.

The revised response is requesting a change in the date for the Calendar Year 2005 and 2006 NRC Initial Operator Licensing Examination schedule. Dresden is requesting the Examination currently scheduled during the week of September 19, 2005, be moved to the week of February 6, 2006. Nuclear Regulatory Commission reschedule an initial license operator examination from the week of September 19, 2005, to the week of February 6, 2006. Therefore, we have tentatively rescheduled the examination to occur during the week of February 6, 2006. On-site validation of the examination is tentatively scheduled to occur at the station during the week of January 9, 2006. In the unlikely event that we are unable to support the examination during the scheduled weeks, we will inform you immediately upon discovery of such conditions and make arrangements to administer the examination at a mutually acceptable date.

As stated in your letter of October 1, 2004, your staff will develop the examination. Your letter indicated that you are training approximately six candidates for the examination. Please inform us at your earliest opportunity if you discover you need to change the scheduled date for the examination. In the Reference letter, the NRC requested licensees to voluntarily submit a response concerning initial operator licensing examination needs, including an estimate of the number of applicants to be examined and intentions regarding the preparation of the examinations.

Attachments 1 through 10 provide the responses to RIS 2005-19 for the Exelon Generation Company, LLC (Exelon) and AmerGen Energy Company, LLC (AmerGen) plants identified above. The operator licensing examination information for each facility is provided on a separate NRC Form 536. During Calendar Year (CY) 2007, a total of 6 candidates are expected to take the dual site Limited Senior Reactor Operator (LSRO) initial license examination as indicated in Attachment 6. The schedule for the indicated exam is as follows: the written exam and part of the operating exam will be given at Limerick Generating Station (LGS); the remainder of the operating exam will be completed at Peach Bottom Atomic Power Station (PBAPS).

Since the LSRO exam is a dual site exam that involves both LGS and PBAPS, rather than repeating the same information on both attachments, the exam scheduling information is provided on Attachment 6 for LGS only and Attachment 8 for PBAPS references Attachment

In a telephone conversation on September 21, 2005, between Mr. Chuck Phillips and Mr. Chuck Kolotka, arrangements were made for the administration of licensing examinations at the Dresden Nuclear Power Station the weeks of February 6 and 13, 2006. In addition, the NRC will make an examination validation visit to your facility the week of January 9, 2006. As agreed during the telephone conversation, your staff will prepare the examinations based on the guidelines in Revision 9 of NUREG-1021, "Operator Licensing Examination Standards for Power Reactors." The NRC regional office will discuss with your staff any changes that might be necessary before the examinations are administered.

To meet the above schedule, it was necessary for your staff to furnish the examination outlines which we received on September 29, 2005. The written examinations, operating tests, and the supporting reference materials identified in Attachment 2 to ES-201 will be due by December 19, 2005. Pursuant to 10 CFR 55.40(b)(3), of the Code of Federal Regulations (1 0 CFR 55..40(b)(3)), an authorized representative of the facility licensee shall approve the outlines, examinations, and tests before they are submitted to the NRC for review and approval.

All materials shall be complete and ready to use. We request that any personal, proprietary, sensitive unclassified, or safeguards information in your response be contained in a separate enclosure and appropriately marked. Any delay in receiving the required examination and reference materials, or the submittal of inadequate or incomplete materials, may cause the examinations to be rescheduled.

In order to conduct the requested written examinations and operating tests, it will be necessary for your staff to provide adequate space and accommodations in accordance with ES-402, and to make the simulation facility available on the dates noted above.

In accordance with ES-302. your staff should retain the original simulator performance data (e.g.. system pressures, temperatures, and levels) generated during the dynamic operating tests until the examination results are final. Appendix E of NUREG-I021 contains a number of NRC policies and guidelines that will be in effect while the written examinations and operating tests are being administered.

To permit timely NRC review and evaluation, your staff should submit preliminary reactor operator and senior reactor operator license applications (Office of Management and Budget (OMB) approval number 31 50-0090), medical certifications (OMB approval number 31 50-0024).
