Dominion Energy Kewaunee, Inc.'l(l()O[lolllinion Boulevard, Glen Allen, VA 2.)()()(I April 11, 2008 ATTN: Document Control Desk U.S.Nuclear Regulatory Commission Washington, DC 20555-0001 1_-Dominion'Serial No.07-0465A L1C/GR/RO Docket No.: 50-305 License No.: DPR-43 DOMINION ENERGY KEWAUNEE, INC.KEWAUNEE POWER STATION WITHDRAWAL OF LICENSE AMENDMENT REQUEST 234,"REQUEST FOR REVIEW AND APPROVAL OF METHODOLOGY CHANGE REGARDING AUXILIARY BUILDING CRANE UPGRADE" Pursuant to 10 CFR 50.90, DominionEnergyKewaunee, Inc.(DEK)requested Nuclear Regulatory Commission (NRC)approval of a proposed license amendment request (LAR)for the Kewaunee Power Station (KPS)(reference 1).The proposed amendment would allow the use of a methodology not currently approved for use at KPS for performing the seismic qualification analysis of the auxiliary building crane.Subsequently, DEK met with the NRC staff (reference 2)to discuss issues related to the application.

The NRC staff had questions regarding the analysis and the application of the proposed new method to the KPS auxiliary building crane.The specific questions from the staff are detailed in enclosure 3 of reference 2.DEK committed at the meeting to provide responses to the NRC staff questions in a separate correspondence, which was to be submitted formally to the NRC as part of the license amendment acceptance review.In conjunction with developing responses to the NRC staff's questions, DEK enlisted the services of an independent consultant to review the submittal.

Based on insights gained by this independent review, DEK has reconsidered use of the proposed methodology and now intends to re-perform the analysis using a different methodology and submit a new LAR.Therefore, DEK hereby withdraws its request for NRC review of KPS LAR 234.DEK is currently preparing a new seismic analysis of the auxiliary building crane and will submit a new LAR to the NRC requesting review and approval of the new analysis.
