ATTACHMENTONEST.LUCIEUNIT2MARKED-UPTECHNICALSPECIFICATIONPAGE3/48-3890802oK05000389------=--088@890726PDPADOC@ACP ELECTRAICALPOWERSYSTEMSrequireoantofthatACTIONStatementbasedontheoftheremaininginoperableoffsiteA.C.circuit.Withtwooftheaboverequireddieselgeneratorsinoperable,demonstratetheOPERABILITYoftwooffsiteA.C.circuitsbyperformingSurveillanceRequirement4.8.1.1.1.awithin1hourandatleastonceper8hoursthereafter;restoreone'ftheinoperabledieselgeneratorstoOPERABLEstatuswithin2hoursorbeinatleastHOTSTANDBYwithinthenext6hoursandinCOLDSHUTDOWNwithinthefollowing30hours.Followingrestorationofonedieselgeneratorunit,followACTIONStatementb.withthetimerequirementofthatACTIONStatementbasedonthetimeofinitiallossoftheremaininginoperabledieselgeneratoree.enVaCoVt.WithoneUnit2startuptransformer(2Aor2B)inoperableandwithaUnit1startuptransformer(1Aor1B)connectedtothesameAorBoffsitepowercircuitandadministrativelyavailabletobothunits,thenshouldUnst1requiretheuseofthestartuptransformeradministrativelyavailabletobothunits,Unit2shalldemonstrateoftheremainingA.C.sourcesbyperformingSurveillanceoH%theoperabilityc<~SURVEILLANCEREUIREMENTSRequiremen~4.8.1.1.1a.within1hourandatleastestoretheinoperablestartuptransformeroursorbeinatleastHOTSTANDBYwithinDOWNwithinthefollowing30hours.onceperoursthereaftergvoOPERABLEstatuswithin72thenext6hoursandCOLDSHUACTION(Continued)d.WithtwooftherequiredoffsiteA.C.circuitsinoperable,demonstratetheOPERABILITYoftwodieselgeneratorsbysequentiallyperformingSurveillanceRequirement,4.8.1.1.2a.4onbothdieselswithin8hours,unlessthedieselgeneratorsarhalreadyoperating;restoreoneoftheinoperableoffsitesourcestoOPERABLEstatuswithin24hours'rbeinatleastHOTSTANDBYwithinthenext6hours.Followingrestor-ationofoneoffsizesource,followACTIONStatementa.withthetimetimeofinitiallossVo~4.8.1.1.1EachoftheaboverequiredindependentcircuitsbetweentheoffsitetransmissionnetworkandtheonsiteClass1Edistributionsystemshall,be:DeterminedOPERABLEatleastonceper7daysbyverifyingcorrectbreakeralignments,indicatedpoweravailability;andb.4.8.1.1.2DemonstratedOPERABLEatleastonceper18monthsbytransferring(manuallyandautomatically)unitpowersupplyfromthenormalcircuitto.thea1ternatecircuit.EachdieselgeneratorshallbedemonstratedOPERABLE:InaccordancewiththefrequencyspecifiedinTable4.8-1onaSTAGGEREDTESTBASISBY:ST.LUCIEUNIT23/48-3AmendmentNo.3g ATTACHMENTTWOSAFETYANALYSISBackroundOnFebruary7,1989,theNRCissuedAmendment39totheSt.LucieUnit2TechnicalSpecifications.ThisamendmentincorporatedthedieselgeneratorsurveillancetestingmethodsrecommendedbyGenericLetter84-15,"ProposedStaffActionstoImproveandMaintainDieselGeneratorReliability",revisionstotheACTIONstatements,aswellasotherchanges.Astheresultofthisamendment,adifferencenowexistsbetweenACTIONStatements3.8.1.1.aand3.8.1.l.fforSt.LucieUnit2concerningthelossofoneoff-sitepowersource.ACTIONStatement3.8.1.1.f,providesforadministrativeutilizationofaUnit1start-uptransformerandrequiresdieselgeneratoroperabilitytestingwhichisnotinaccordancewiththereliability-orientedtestingpracticesspecifiedinGenericLetter84-15.TheintentofthisproposedlicenseamendmentistobringACTIONStatement3.8.1.1.finlinewiththeotherACTIONstatementsrelatedtoA.C.Sources-Operating.ACTIONStatement3.8.1.1.fallowsbothSt.LucieUnits1and2totakeadministrativecreditforasingleUnit1startuptransformerwhilebothunitsareatpower.OnestartuptransformerforUnit1,ifnotrequiredforuseinUnit1,isphysicallycapableofbeingconnectedbetweentheoffsitetransmissionnetworkandtheonsiteClasslEdistributionsystemforUnit2andsupplyingtherequiredUnit2loads.Therefore,thereisnoneedtodeclareoneoftheindependentcircuitsinoperablewhenoneoftheUnit2startuptransformersisinoperable.However,shouldUnit1requiretheuseofthestartuptransformer,thenUnit2wouldnolongerhavethatoffsitepowersourceadministrativelyavailableforitsuse,andtheOPERABILITYrequirementsofLCO3.8.1.1.awouldnotbemet.PriortotheissuanceofAmendment39,theACTIONSspecifiedbyACTIONStatement3.8.1.1.fwerethesameasthoserequiredbyACTIONStatement3.8.1.1.a,i.e.,pertainingtotheoperabilitytestingofdieselgeneratorsandtheverificationoftheavailabilityofthesecondoffsitepowersourcewhenoneoffsitecircuitisinoperable.TheintentofthisproposedlicenseamendmentistorestoreconsistencybetweenACTIONStatement3.8.1.1.a,whichaddressestheactionstobetakenifoneoffsitepowersourceisinoperable,andACTIONStatement3.8.1.1.f.byrevisingACTIONStatement3.8.1.1.f.ThisamendmentisconsideredtobeadministrativeinnatureinthattheintentofthischangeistoresolveadiscrepancybetweenACTIONstatementspertainingtosimilaroperatingconditions;i.e.,whenoneoffsitepowersourceisinoperable.
ATTACHMENTTHREEDETERMINATIONOFNOSIGNIFICANTHAZARDSCONSIDERATIONThestandardsusedtoarriveatadeterminationthatarequestforamendmentinvolvesnosignificanthazardsconsiderationsareincludedintheCommissionsregulations,10CFR50.92,whichstatesthatnosignificanthazardsconsiderationsareinvolvediftheoperationofthefacilityinaccordancewiththeproposedamendmentwouldnot(1)involveasignificantincreaseintheprobabilityorconsequencesofanaccidentpreviouslyevaluated;or(2)createthepossibilityofanewordifferentkindofaccidentpreviouslyevaluatedor(3)involveasignificant,reductioninamarginofsafety.Eachstandardisdiscussedasfollows:(1)Operationofthefacilityinaccordancewiththeproposedamendmentwouldnotinvolveasignificantincreaseintheprobabilityorconsequencesofanaccidentpreviouslyevaluated.TheprobabilityofanaccidentpreviouslyevaluatedintheUpdatedFinalSafetyAnalysisReport(UFSAR)hasnotbeenaffectedastheproposedchangeisadministrativeinnature,andisintendedtorestoreconsistencyintestingrequirementsfortheemergencydieselgeneratorswhenoneoffsitepowersourceisinoperable.Noparameterswhichaffecttheprobabilitiesofoccurrenceofanyaccidentareaffectedbythischange.TheconsequencesofanaccidentpreviouslyevaluatedintheUFSARhavenotbeenincreasedastheproposedsurveillancerequirementswillnotadverselyaffecttheoperationoroperabilityofthedieselsoranyothersafetyrelatedequipment.Theprobabilityofamalfunctionofequipmentimportanttosafetyhasnotchangedsincereducingthetestfrequencyofthedieselgeneratorsandmodifyingthestartingrequirementstobeconsistentwiththemanufacturer'srecommendationsareintendedtoenhancedieselreliabilitybyminimizingseveretestconditionswhichcanleadtoprematurefailures.(2)Useofthemodifiedspecificationwouldnotcreatethepossibilityofanewordifferentkindofaccidentfromanyaccidentpreviouslyevaluated.Theproposedchangeisadministrativeinnatureandisintended.torestoreconsistencybetweenACTIONstatementsrelativetothestartingofemergencydieselgeneratorswhenoneoffsitepowersourceisinoperable.Theneteffectofthischangeistoreducethedieselgeneratortesting frequencyandstartingrequirementssuchthatthereisstillahighdegreeofassurancethattheywouldoperate,ifcalledupon,whenoneoffsitecircuitisinoperable,andhasnoimpactonactualaccidentanalysis.ThepossibilityofamalfunctionofequipmentimportanttosafetyofadifferenttypethananyanalyzedintheUFSARhasnotbeenincreasedinthattheproposedlicenseamendmentincorporatesthestartingandtestingrequirementsrecommendedbyGenericLetter84-15.Theintentofthechangeistoenhancethereliabilityoftheemergencydieselgeneratorsbyadherencetomanufacturerrecommendationsregardingengineprelubeandwarmup.(3)Useofthemodifiedspecificationwouldnotinvolveasignificant.reduction'inamarginofsafety.TheproposedchangerestoresconsistencybetweenactionstatementsinSt.LucieUnit2TechnicalSpecification3/4.8.1.1,reducingthefrequencyofdieselenginestartsanddieselenginefast,coldstartswhileprovidingahighdegreeofassurancethattheywouldoperate,ifcalledupon,whenoneoffsitepowercircuitisinoperable.Thereductionofdieselgeneratortestingfrequencyshouldincreasethereliabilityofthedieselgeneratorsbecausethedieselengineswillbeproperlyconditionedbeforestartupandthenumberofstartsdecreasedtoreducewear.Basedupontheabove,wehavedeterminedthattheamendmentrequestdoesnot(1)involveasignificantincreaseintheprobabilityorconsequencesofanaccidentpreviouslyevaluated,(2)createtheprobabilityofanewordifferentkindofaccidentfromanyaccidentpreviouslyevaluatedor(3)involveasignificantreductioninamarginofsafety,andthereforedoesnotinvolveasignificanthazardsconsideration.
