St. Lucie Nuclear Plant NextEra Energy Radiation Safety Baseline Inspection Initial Information Request Inspection Report: 2024-003

During the weeks of August 26 - 30, 2024 and September 9 - 13, 2024, the U.S. Nuclear Regulatory Commission (NRC) will perform a baseline Radiation Safety Inspection at the St.

Lucie Nuclear Plant (NRC Inspection Procedures 71124.01, 71124.08, and 71151).

Experience has shown that this inspection is resource-intensive for both the NRC inspectors and your staff. In order to minimize the impact to your onsite resources and to ensure a productive inspection, we are requesting in advance documents needed for this activity. It is important that all of these documents are up-to-date, and complete, thereby minimizing the number of additional documents requested during the preparation, and/or the onsite portions of the inspection. The NRC requests that these documents be provided to the inspectors no later than August 16, 2024.

2. Procedures related to RP controls (e.g. Posting, labeling, surveys, RWPs, contamination control, HRA/LHRA/VHRA control, key control, control of divers, special controls during fuel offload, hot spots, etc.).
3. Procedures related to release of personnel and materials (e.g. release surveys, decontamination, guidance for alarm followup, etc.).
4. List of outage RWPs.
5. List of all non-fuel items stored in spent fuel pool(s).
6. Most recent self-assessment or audit covering RP controls.
7. Outage ALARA report from the previous (most recent) refueling outage.
8. ALARA planning packages for top 3 highest dose jobs for the SL2-28 refueling outage.

71124.08 - Radioactive Solid Waste Processing and Radioactive Material Handling, Storage, and Transportation

1. All procedures related to transportation of radioactive material/waste, radwaste characterization, solid radwaste processing, and storage of RAM and radwaste .
2. Process Control Program.
3. Site procedures related to 10 CFR Part 37 controls.
4. List and locations of all Category 1 and Category 2 sources, including aggregations of material.
5. Last two leak testing records for all Category 1 and Category 2 sealed sources.
6. Liquid and solid radwaste system diagrams showing major components .
7. List of all RAM/Radwaste shipments made since September 1, 2022 (shipping logs).
8. List of all changes made to solid and liquid radwaste processing systems since September 1, 2022.
9. List of all abandoned solid and liquid radwaste processing equipment .
10. Last two 10 CFR Part 61 analyses for each waste stream, including QA data (e.g. in -

house vs. vendor lab comparisons, current results vs. database, etc.).

11. Most recent self-assessment or audit of shipping/radwaste processing and RAM storage programs.
12. List of condition reports related to shipping, radwaste processing, RAM storage, or Part 37 controls since September 1, 2022.

71151 - Performance Indicator (PI) Verification (Occupational and Public Radiation Safety Cornerstones)

1. Site, Corporate, and radiation protection specific procedure(s) for identifying, reporting, tracking, and correcting performance indicator (PI) occurrences.
2. Monthly PI reports since February 1, 2023 in the Occupational and Public Cornerstones.
3. List of all corrective action documents related to effluent dose/ODCM issues using search keywords such as RETS/ODCM, abnormal or unmonitored release, offsite dose, and effluent release, etc. since August 1, 2023. This should be a list of corrective action documents containing a CR number and brief description, not full CRs.
4. Most recent gaseous and liquid effluent evaluation of dose to the public (year-to-date doses).
5. List of all corrective action documents related to occupational radiological controls using search keywords such as HRA, LHRA, VHRA, unintended dose, unlocked door, ALARA, since February 1, 2023. This should be a list of corrective action documents containing a CR number and brief description, not full CRs.
6. List of electronic dosimeter dose and dose rate alarms since February 1, 2023.
