Dear Mr. Godes,

By letter dated December 21, 2020 (Agencywide Documents Access and Management System Accession No. ML20356A162), Florida Power & Light Company (the licensee) requested an amendment to the Renewed Facility Operating License Nos. DPR-67 and NPF-16 for St. Lucie Plant, Units 1 and 2. The proposed amendments revise the St Lucie Operating Licenses (OL) and Technical Specifications (TS) to permit the application of risk-informed completion times (RICT) for the 120-Volt AC Instrument Bus requirements, consistent with TSTF-505 ,

Revision 2, "Provide Risk-Informed Extended Completion Times RITSTF Initiative 4b". The U.S. Nuclear Regulatory Commission (NRC) staff is reviewing the application and has identified areas where additional information is needed to support its review. To complete its review, the NRC staff has prepared the requests for additional information (RAIs) in DRAFT form, as provided below.

If a clarification call is needed by the licensee to discuss the DRAFT RAIs and the due date for the RAI responses, please contact me at 301-415-7410. The NRC request response to the RAIs within 30 days of this email in order to support your license amendment request.

If you do not believe you can meet the response date, please provide an acceptable alternate date and justification for extending the response date.

By letter dated December 21, 2020 (Agencywide Documents Access and Management System Accession No. ML20356A162), Florida Power & Light Company (FPL) submitted license amendment requests to the U.S. Nuclear Regulatory Commission (NRC) to revise the St. Lucie Operating Licenses and Technical Specifications to permit the application of risk-informed completion times for the 120-Volt AC Instrument Bus requirements, consistent with TSTF-505 , Revision 2, "Provide Risk-Informed Extended Completion Times RITSTF Initiative 4b". The NRC staff has reviewed the submittal and determined that additional information is needed to complete the review, as indicated in the requests for additional information (RAIs) below.

RAI 1

The one-line drawing, showing normal and alternate source power feeds to St. Lucie 120 V A.C. Instrument buses 1MA, 1MB, 1MC, and 1MD, is not available in the UFSAR. The drawings are needed to provide a clear understanding of the power feed configuration to the 120 V buses. Please provide the requisite drawing for ready reference in support of the review.

RAI 2
