This letter is in response to the Board's inquiry made at the end of the hearing session on April 4, 1979 re-garding whether each party to this proceeding intended to file proposed findings of fact and conclusions of law. In response to this inquiry, Applicant's counsel agreed to con-tact counsel for all parties who were not in attendance at the April 4, 1979 hearing or who did not respond to the Board inquiry at the hearing.

April 12, 1979 Page Two advises that at the time the hearing record is closed he will seek authorization from the Board of Chosen Freeholders to sdbmit proposed findings of fact and conclusions of law.

Counsel for NRDC advises that its position is set forth in its pleading entitled " Natural Resources Defense Council Re-sponse to Applicant's Motion (411)" dated April 9, 1979.

Counsel for New Jersey advises that while it is unlikely that the State will file proposed findings of fact and con-clusions of law, no final decision in this regard has been made.

I trust that the foregoing is responsive to the Board inquiry of April 4, 1979.
