By letter dater September 7, 2010 (ADAMS Accession No. ML102520078), as supplemented by a letter dated January 26, 2011 (ADAMS Accession No. ML110280056) you requested alternate test requirements for the Kewaunee Power Station large-bore snubbers to eliminate the potential for unplanned functional testing of these snubbers while providing an acceptable level of safety and quality. The NRC staff has determined that it needs additional information to complete its review. If there are any questions regarding these items please contact Karl Feintuch at 301-415-3079.

RAI Item 1:

Please provide information regarding whether or not the KPS Technical Specifications (TS) and/or Technical Manual Requirements (TRM) were ever updated to include 10 CFR 50.55a(g) requirements for the inservice examination and testing of SG large-bore snubbers. .

RAI Item 2:

Besides the higher cost and the need for an outside vendor for testing of SG large-bore snubbers, KPS did not provide any justification for the hardship basis for the relief request. Please provide any other additional information to support the hardship request noted in this relief requesting extension of the SG large-bore snubbers testing.

RAI Item 3:

KPS response to NRC Question 1(b), states, in part, that KPS currently uses OM-4 for inspection and testing of snubbers. Please explain and provide details, whether and how TS 4.14 (now TRM 8.7.5) meets all the OM-4 inspections and testing requirements for snubbers at KPS.

RAI Item 4:

NRC issued Regulatory Issue Summary (RIS) 2010-06, Inservice Inspection and Testing Requirements of Dynamic Restraints (Snubbers) on June 1, 2010 to remind all the licensees of the NRCs rules and regulations regarding snubber ISI and testing. Enforcement Guidance Memorandum (EGM)-10-001, Dispositioning Violation of Inservice Examination and Testing Requirements for Dynamic Restraints (Snubbers), on June 1, 2010. Please explain and provide details, if KPS had taken any action in response to RIS 2010-06 and EGM-10-001.

In the letter dated September 7, 2010, you did not provide a requested completion date for the licensing action (such as one year) or a requested implementation period (such as 30, 60, or 90 days, as examples). Please affirm the scheduling information that you are requesting.
