SUBJECT:

HOPE CREEK GENERATING STATION - EXTENDED POWER UPRATEACCEPTANCE REVIEW RESULTS (TAC NO. MD3002)

Dear Mr. Levis:

By letter to the Nuclear Regulatory Commission (NRC) dated September 18, 2006, assupplemented on October 10, 2006, PSEG Nuclear LLC (the licensee) submitted an application requesting authorization to increase the maximum steady-state power level at the Hope Creek Generating Station (Hope Creek) from 3339 megawatts thermal (MWt) to 3952 MWt, which is an increase of 15 percent. This requested change is commonly referred to as an extended power uprate (EPU). The purpose of this letter is to provide the results of the NRC staff's acceptance review of the Hope Creek EPU application. The purpose of an acceptance review is to determine whether the application contains sufficient information to allow the NRC staff to proceed with its detailed technical review, and also to ensure that the application adequately characterizes the regulatory requirements and licensing basis of the plant. The NRC staff used the guidance contained in Review Standard (RS)-001, Revision 0, "Review Standard for Extended Power Uprates,"

December 2003, for the acceptance review. On the basis of its review, the NRC staff has determined that the licensee has provided necessary and sufficient information in the Hope Creek EPU application, as supplemented, for the staff to begin its detailed technical review. If you have any questions, please contact me at (301) 415-1321 or at snb@nrc.gov
