&Ccnstructen 82 I-5381 May 29, 1980 Mr.Boyce H.Grier Director, Region I U.S.Nuclear Regulatory Commission 631 Park Avenue King of Prussia, Pennsylvania 19406 SUSQUEHANNA STEAM ELECTRIC STATZON INTERIM REPORT OF A DEFICIENCY ON PIPE SUPPORTS WELDED TO THE CONTAINMENT LINER PLATE ERs 100450/100508 FILE 840-4/900-10 PLA-489 Dear Mr.Griers This letter serves to confirm information provided by telephone to NRC Inspector Mr.R.McGaughy by Mr.A.R.Sabol of PPaL on April 16, 1980.During that conversation, Mr.McGaughy was advised that the subject condition was under evaluation for reportability under the provisions of 10CFR50.55(e).

The deficiency results from the installation of small pipe supports on the Unit 1 containment liner plate and diaphragm slab liner plate without having , had the civil design group review the structural adequacy of the liner plate to support the hanger loads.Since the liner was designed only to provide a leak tight barrier, preliminary evaluation indicates that the installation of these added supports has resulted in local overstressing of the liner plate.Had this deficiency remained uncorrected it could have affected adversely the safe operation of the plant, and it is therefore deemed reportable under 10CFR50.55(e).

This condition has been documented by Bechtel on MCAR 1-50, dated April 14r 1980.A corrective action plan is being formulated to provide for the review and modification of any existing hangers to preclude overloading the liner plate and for the establishment of criteria to be used in the future for the design of similar small pipe hangers.Since the details of this report provide information relevant to the reporting requirements of 10CFR21, this correspondence is considered to also discharge any formal responsibility PPGL may have for reporting in compliance thereto.ger O PENNSYLVANIA POWER 8 LIGHT COMPANY 8006 0 00+/I Mr.Boyce H.Grier May 29, 1980 We expect to issue a final report on the condition in January>1981.Very truly yours, N.W.Curtis Vice President-Engineering
