FLORIDA POWER 6 LIGHT COMPANY ST.LUCIE UNIT NO.1 REPORTABLE OCCURRENCE NO.335-B-79-04 Title: Ocean Intake Ar'ea-Recording Thermographs A.Des cr i tion, Anal s is 6 Evaluation On November 13, 1979 during routine checks of the St.Lucie Ocean Intake Recording Thermographs, Florida Power 6 Light Company's contractor for biological monitoring and evaluation services found that the thermographs, mounting array and intake flotation buoy were missing.Subsequent inspection by divers of the anchoring system revealed that the anchor weights were un-disturbed, whereas the anchor system hardware was missing.The intake flotation buoy with no hardware attached was later found washed ashore approximately two miles south of the intake pipe area.However, the missing recording thermographs have not yet been recovered as of this report.I Section 3.1.A.6 of the Environmental Technical Specifications (ETS)for St.Luci;e Unit No.1 requires that the maximum, temperature rise in the zone of mixing be measured using recording thermo-graphs.With the absence of the intake recording thermographs, measurement of the ambient ocean

.~F P C p h*h 44 temperature in the vicinity of the plant intake, I arid therefore, the establishment of a maximum temperature rise, is not possible.This is, therefore, reportable under ETS 5.6.2.a.2.B.Cause Of Occurrence The exact cause of the occurrence has not been determined.

Xt is-known that extreme force would I be required to break any part of the anchoring system, yet this seems unlikely to have'occurred since the anchor weights were not disturbed.

The possibility of vandalism therefore exists, but cannot be verified.l C.Corrective Action The intake array and asso'ciated hardware were re-installed on November 27, 1979.Rough seas prevented reinstallation of the recording thermo-graphs until December 7, 1979.Replacement buoys and arrays are kept on hand for occurrences of this type.Florida Power 6 Light Company has taken reasonable precautions to prevent loss of the temperature monitoring equipment.

However, their location in the open ocean near commercial fishing and recreational boating lanes makes them highly sus-ceptible to damage or loss.
